- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test. Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure Instron model 3382 floor mounted materials testing system, with computer, load cells and software, in support of Aberdeen Test Center, located at Aberdeen Proving Ground, Maryland 21005. CLIN 0001 Model 3382 floor mounted material testing system capacity 100 kN, 1 each. CLIN 0002 Model 3382-A1 English language option, 1 each. CLIN 0003 Model 3382-B2 Computer interface to include ethernet frame interface and cables. 1 each CLIN 0004 Model 3382-C1 Colbalt blue color 1 each CLIN 0005 Model 3382-D1 Voltage 120V, supplied with MEMA Standard 30 A twist lock plug. 1 each CLIN 0006 Tension/compression load cell, capacity 100kN, type D female fitting, 1 each CLIN 0007 Model 2530-405 Static load cell: 5kN, type of tension/compression. Type O female fitting, bolt on design with self identification and electrical calibration, 1 each CLIN 0008 Model 2501-235 Adapter for mounting load cells on floor model systems, 1 each. CLIN 0009 Model 2410-400 Blue 2 materials testing software, window XP operating system, 1 each. CLIN 0010 Model 2410-400Z1 Complete Bluehill 2 software suite, 1 each. CLIN 0011 Model 2410-400G1 Bluehill application development manual, 1 each. CLIN 0012 Model 2490-686 Dell Precision T3400 Workstation, 1 each. CLIN 0013 Model 2490-686A1 US Keyboard and Windows option, 1 each CLIN 0014 Model 2490-686C1 19 inch Flat Panel LCD Monitor, 1 each CLIN 0015 100/120 VAC option, 1 each CLIN 0016 System Installation CLIN 0017 Verification of the Load Weighing System CLIN 0018 Force Verification, additional 0-60 Kip tension & compression. The Government intends to award a firm-fixed price sole source purchase order to Instron, 825 University Avenue, Norwood, MA 02062-2643. The Bluehill software is only provided through Instron. The machine required must be able to perform all the current tests that the current 1125 machine can perform and it must also be able to use the same load cells, extensometers stain gages, software and hardware. The machine must also be able to use Bluehill software for control, so test programs written on one machine can be used on the other. The associated North America Industry Classification System (NAICS) Code is 334419 and the Business Size Standard is 500. All responses received within 10 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 9:00 AM Eastern Time, August 30, 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
