- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test. Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure Precision Filter equipment, in support of Aberdeen Test Center, located at Aberdeen Proving Ground, Maryland 21005. CLIN 0001 Signal conditioner chassis, Precision Filters part number 28016C-M3, standard 2800 16-slot chassis with intergral cooling, 2 each. CLIN 0002 Power supply, Precision Filters part number 28016A-ACPS-1, 120VAC for Precision Filters part number part number 28016C-M3, 2 each. CLIN 0003 Interface module, Precision Filters part number 28000F-BIF1-T, back plane interface module with test hardware for part number 28016C-M3, 2 each. CLIN 0004 Signal conditioning card, Precision Filters part number 28108-F01-LP4FP-4T-M101 developed for anthropomorphic dummy channels. The system is flexible to accept multiple type of cards depending on the measurements, 16 each. CLIN 0005 Software, Precision Filters part number 28000-SYS-SW System Software for Telnet IF and Local GUI for for Precision Filters part number part number 28016C-M3, 2 each. The Government intends to award a firm-fixed price sole source purchase order to Precision Filters Inc., 240 Cherry Street, Lthaca, NY 14850. The proprietary hardware and software is only available from Precision Filters Inc. The proprietary software was developed to control this specific instrument. Substitution of another similar instrument at this time will render the present controlling software useless. The associated North America Industry Classification System (NAICS) Code is 334419 and the Business Size Standard is 500. All responses received within 10 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 9:00 AM Eastern Time, August 30, 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
