Description
The U.S. Department of Labor is seeking qualified contractors that can provide technical assistance and training support for its One-Stop Career Center system on becoming an Employment Network (EN) under the Social Security Administration’s Ticket to Work Program. We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS Code is 541611, Management, Scientific and Technical Consulting Services, and the Small Business Standard is $7.0 million. The contract will provide technical assistance to support ETA’s efforts to expand the capacity of the public workforce investment system to serve persons with disabilities Social Security disability beneficiaries, and promote employment of person with disabilities that leads to economic self-sufficiency. Activities undertaken as part of this contract include but are not limited to: 1) developing and implementing customized technical assistance and training activities targeted to State and Local Workforce Investment Boards (S/LWIBs) on becoming active Employment Networks (EN); and 2) developing business plans in consultation with S/LWIBs for the identification of ticket holders, assignment of tickets, completion of individual work plans, and submission of required information for SSA payment. The contractor must be able to develop and implement an appropriate and feasible project design for this type of initiative and prepare progress reports and a final report, which includes achieving specific outcomes based on contract requirements. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are the primary contractor’s demonstrated experience with: (1) Disability and employment related-issues; (2) SSA’s Ticket to Work Program; (3) Developing and providing technical assistance and training for the public workforce investment system, i.e., One-Stop Career Centers and S/LWIBs; (4) Developing and implementing technical assistance and training in areas related to SSA’s Ticket to Work Program, specifically the process for becoming an active EN and implementing; (5) Serving as the lead author for developing a final project report; and (6) serving as the primary or lead presenter in an oral briefing to executive-level Federal ETA and SSA staff. All interested parties are invited to submit a capabilities statement, to Ms. Vera Montague, Contract Specialist, Division of Contract Services, 200 Constitution Avenue, NW, Room N4655, Washington, DC 20210. Responses are due by August 27, 2010, 1 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to montague.vera@dol.gov. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
