Description
The Federal Bureau of Prisons, Federal Prison Camp in Duluth, Minnesota intends to make award for the provision of a certified Phlebotomist. Faith-based and community based organizations can submit offers/bids/quotes equally with other organizations for contracts which they are eligible. The anticipated date of the award will be approximately October 1, 2010 subjected to funds availability for the next fiscal year. The contract performance period is anticipated to consist of approximately a base year from effective date of award, and will include four, 12-month option years for renewal. Due to the nature of the correctional setting, delays in performance of work may be expected. Such delays may include, but are not limited to, inclement weather or security related issues. This position is considered professional in nature and requires the contractor to hold a certification as a Phlebotomist. Malpractice insurance of at least $1,000,000.00 is also required. Contractor must be available to provide four sessions per week at one hour per session. The contractor will not exceed 4 hours per week. Sessions shall be normally scheduled between the hours of 6:00 a.m. and 4:00 p.m., Monday thru Friday, excluding federal holidays. All sessions shall be scheduled and approved by the health services administrator. Supplies shall be provided by the Federal Prison Camp. Contractor must be proficient in Phlebotomist skills sufficient enough to perform the various laboratory functions in accordance with the standards and methods generally accepted within the contractor's own field of experience. The contractor shall be capable of performing any and all Phlebotomy related procedures needed without technical support. The contractor shall have the knowledge of certain disciplines of the clinical laboratory to include specimen collections, hematology, coagulation, microbiology, serology, histology and urinalysis. Contractor will be required to collect specimens as an integral part of the specimen analysis process and have a working knowledge of anticoagulants and preservatives utilized in the collection of laboratory specimens. Contractor shall instruct patients on the proper collection of specimens such as urine and stool samples for laboratory analysis, and maintain and update computer programs with laboratory information necessary to the patient's continuity of care. Contractor shall maintain records in compliance with laboratory accreditation standards. Contractor will be responsible for adherence to all Bureau of Prisons policies. The solicitation will be made available on or about August 20, 2010 and will be distributed solely through the General Services Administration's Federal Business Opportunities website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to insure that they have the most up to date information about this acquisition. All contractors doing business with the federal government shall be registered in the Central Contractor Registration (CCR) database. The website for registration in www.ccr.gov. This solicitation is a total small business set aside. The anticipated date for receipt of quotes is September 06, 2010; however, this is a projected estimate and quotes should refer to page 1 of the solicitation for the actual date quotations are due. All responsible sources may submit a quote which will be considered.
