- The Naval Surface Warfare Center Panama City Division (NSWCPCD) intends to issue a sole source purchase order with options to Commercial Energy Specialist (CES) for procurement of the following commercial items: 24 Pulsar Briquettes. This purchase order will have various options that will allow for a possible 11 separate shipments of 24 Pulsar Briquettes if the options are exercised. This purchase is not suitable for full and open competition for the following reasons. CES is the only supplier found that can supply the Pulsar Briquettes in a cost efficient manner and meet project deadlines. The Request for Quote (RFQ) number is N61331-10-T-3512. Simplified Acquisition Procedures is the method of award for this procurement. The NAICS code is 238990 with a small business size standard of $14,000,000. The order shall be firm fixed price with the anticipated award date of September 2010. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor's EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area. Therefore, this synopsis and any applicable amendments will be available at https://www.fbo.gov. Vendors should regularly access this web site to ensure that they have downloaded all amendments.
