Description

Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB) plans to procure on a sole source basis the services of Kaiser Permanente, 2000 Broadway, Oakland, CA 94612 to provide data and samples on breast cancer cases in males and equivalent controls from the Kaiser Permanente Multiphasic Health Check-up Cohort. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541990 and the business size standard is $7.0 Million. Period of Performance: Performance shall be for the period of twelve (12) months from date of award. The Hormonal and Reproductive Epidemiology Branch conducts research to identify groups at high risk of cancer, clarify the natural history of various cancers, understand the interactive effects of genetic and environmental factors on cancer risk, and elucidate biologic mechanisms of carcinogenesis. Male breast cancer is an extremely rare tumor, accounting for <1% of all occurrences of breast cancer. Because of its relative rarity, it has been difficult to identify etiologic factors. Limited information suggests that male breast cancers may share some risk factors with female breast cancers, although there are also some dissimilarities. Similar risk factors include increased risks associated with obesity and a family history of breast cancer in either a male or female relative. However, unlike female breast cancer incidence rates for male breast cancer appear to be higher among non-whites than whites and increased risks have been associated with a history of bone fractures (a factor that has been related to reduce risks of female breast cancers. To further clarify risk factors for male breast cancer, NCI has established a consortium of case-control and cohort studies with data amenable to pooling in order to derive sufficient sample size to clarify the etiology of this rare tumor. Although both types of studies are of value in evaluating risk related to questionnaire data, cohort studies are particularly valuable in terms of allowing the assessment of biomarkers that can be measured in serologic or other samples collected prior to disease development. It is rare to find cohort studies, however, that have collected such samples and have sufficient numbers of male breast cancers for meaningful analyses. The NCI's requirement for inclusion of cohort studies in this pooling project is the availability of at least 20 incident cases of male breast cancer cancers. The Kaiser Permanente Multiphasic Health Check-up Cohort is a unique study where health exam data, questionnaire, and serum samples can be obtained pre-diagnostically from individuals who subsequently developed cancer. This collection of data will contribute valuable information to the Male Breast Cancer Pooling Project, as it is very rare to be able to obtain information on case subjects who also have serum samples that have been collected prior to the development of male breast cancers. Most samples are collected after the onset of disease, and cannot be examined as predictors of risk given that the measurement of biomarkers may be influenced by the disease process itself (this is particularly true for a hormonally related disease such as breast cancer, which can greatly modify any hormonal markers of interest). These previously collected data with associated samples will thus further the understanding of this rarely studied tumor. The data provided shall be used for this collaborative project and are in the sole possession of the Kaiser Permanente Health Maintenance Organization. Thus, the requested data retrieval can only be carried out by the Kaiser Permanente Health Maintenance Organization, which is located at Oakland and San Francisco, CA. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on August 31, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
