Description
This is a Notice of Intent to award a sole source purchase order for the purchase of communication equipment. This equipment allows radio interface units and antenna interface units to transmit and receive information over a fiber optic cable link. This procurement is to be completed with Syntonics LLC under the authority of FAR 13.106-1(b)(1). This radio frequency equipment system is packaged together to provide a complete end to end solution using the specific wave specific data generated by this products transmitter and receiver devices. This communications equipment connects military radios to remote antennas 10 km and further away using single-mode optical fibers. The system provides an all-analog optical link that can transport any RF signal with any modulation type over a fiber optic cable. The signals are carried on lightweight, flexible, rugged optical cables. Multiple radios can be carried on a single fiber optic cable and geographic diversity in RF signal routing becomes easy. Any RF signal in the 30-512 MHZ band is transported without any modification to its frequency, modulation, or bandwidth. With this system radio equipment becomes opto-isolated from lightning, EMI, and EMP, improving operator and system survivability. FEMA currently has this system installed and operational at its facilities requiring system compatibility. The contractor will provide a 3-year equipment warranty, installation, and on site customer tech support with this proposed purchase. Delivery of this equipment will be made to Mt. Weather, VA 20135. The procurement of this system will allow FEMA to expand its communications system to meet NCS 3-10 requirements. The above named vendor is believed to be the only source who can provide the type of customized equipment required by the Government. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and product qualifications via e-mail to Dan Carroll no later than 2:00 PM, EST, Wednesday, 9/1/10. Email address: Daniel.carroll1@dhs.gov. Capabilities/product qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. This is a small business set-aside requirement.
