Description
Catholic Priest Services performed in accoraance with PWS included below. Period of Performance starts September 2010 and runs for one basic year with no options. The 1962 Aide Memoire between the Kingdom of Denmark and the United States, preclude the USAF from procuring from other than Danish and Greenlandic sources for all Service Type Contracts when concerning Thule Air Base, Greenland. 1.1. SCOPE 1.1.1. This is a nonpersonal services contract as defined in FAR 37.101. The objective of this contract is to support the seamless and effective operation of Thule Air Base (AB), Greenland. This contract provides base religious support in the Thule Defense Area. 1.1.2. The Contractor shall provide services in coordination with travel logistics and meeting at least 75% of the scheduled Holy Days of Obligation appointed for the year. 1.1.3. Provide ministry services, in English, to the Thule AB Catholic Community. The U.S. Government will not exercise any supervision or control over the Contractor. However, the Contractor is responsible for compliance with the guidance contained in this PWS. 1.1.4. Performance-Based Requirements. This Performance Work Statement (PWS) has been developed in compliance with performance-based guidelines. It describes the outcomes of the service the Government expects. To the maximum extent practicable, the requirements are stated in terms of "what" the Government expects rather than "how" the Contractor must accomplish the work. 1.1.5. PWS Organization. The requirements have been organized in a manner that facilitates clear and concise description. The Contractor is expected to understand the interrelationship between the requirements and to perform accordingly. 1.1.6. Mission. The Thule AB mission is (1) to provide early warning and attack assessment of ballistic missiles launches and (2) to provide tracking, telemetry and commanding (TT & C) of earth orbiting satellite vehicles. 1.1.7. Units. Thule AB is home to the 821st Air Base Group, host to both the 12th Space Warning Squadron (SWS) and the Air Force Satellite Control Network (AFSCN) Detachment 3 (Det 3) 22nd Space Operations Squadron (22 SOPS). 12 SWS is one of many worldwide sensors reporting missile warning and space surveillance information to the North American Aerospace Defense (NORAD). 22 SOPS is one of 50 SW's remote satellite TT&C stations. 1.2. ENVIRONMENT 1.2.1. Thule AB is located in northwest Greenland, approximately 700 miles inside the Arctic Circle. The total population of the base is approximately 600 personnel consisting of U.S., Canadian and Danish military personnel, American civilian contractors, and Danish and Greenlandic civilian contractors. The approximate Catholic population is 60. 1.2.2. The Base Chapel Team's mission is tailored to support the base's personnel and mission. Our primary concern is for U.S. Air Force personnel, but extends to address the spiritual and religious needs of all. 1.2.3. We support individual rights under the First Amendment to the U.S. Constitution and provide an opportunity for everyone to freely exercise their religious beliefs. 1.3. QUALIFICATIONS 1.3.1. The Contractor must be a duly ordained Roman Catholic priest in good standing with the bishop of his diocese or the superior of his religious order in the Catholic Church. 1.3.2. The Contractor must provide written documentation stating that he has the approval of his diocesan bishop or religious superior to provide services as a priest, as well as provide written documentation of Ecclesiastical Endorsement from the Archdiocese for the Military Services (AMS), USA (http://www.milarch.org/). 1.3.3. The Contractor must adhere to the policies of the "Minimum Requirements for the Pastoral Care of Catholic Personnel" (dated 02 October 2008, written by Archbishop Timothy Broglio) of the Archdiocese for the Military Services. http://www.catholicmil.org/index.php?option=com_content&view=article&id=1316:archbishop-timothy-broglio&catid=50:bishops-broglio&Itemid=83 1.3.4. The Contractor must be knowledgeable of providing pastoral care in a diverse and pluralistic military religious environment. 1.3.5. The Contractor will assist the Installation Chaplain and Catholic Lay Leaders to provide a comprehensive Catholic religious education and formation program for the local installation and associated community. 1.3.6. The Contractor must be able to work with the Installation Chaplain and Chapel NCOIC in an ecumenical/interfaith setting. Prior military experience or exposure is desirable, but not required. 1.3.7. The Contractor must meet any additional qualifications required for access to Thule AB, Greenland; including possession of a valid Passport. 1.4. CONTRACTOR DUTIES 1.4.1. The Contractor shall plan, organize, and direct activities of the Base Chapel Catholic community; ensuring that the Catholic program complies with legal and regulatory requirements, and meets parishioner needs. 1.4.2. The Contractor shall provide administrative support, religious services, and pastoral care in support of, as a minimum: 75% of Holy Days of Obligation Daily Mass to be conducted during each visit Sunday Mass Sacrament of Reconciliation Pastoral counseling Limited oversight of the Religious Education program 1.4.3. The Contractor shall conduct other Catholic Sacraments on an as-needed basis as coordinated by the Installation Chaplain. 1.4.4. The Contractor shall coordinate religious and liturgical support requirements for Catholic Sacraments to include preparation for the Sacraments and parish education. 1.4.5. The Contractor shall coordinate with the Chapel NCOIC to produce worship bulletins as needed. 1.4.6. The Contractor shall provide pastoral care and counseling on an as-needed and coordinated basis. The Contractor shall maintain confidentiality in all areas of privileged communications as defined by HQ USAF/HC and in the Military Rules of Evidence. 1.4.7. Hours of Work. 1.4.7.1. Contractor must coordinate office hours with Installation Chaplain, NCOIC, and the Thule Catholic Parish. A minimum of 40 hours per week is required for scheduled office hours. The following religious services are included during office hours: Daily Mass, Sunday Mass, and Sacrament of Reconciliation. 1.4.7.2. The Contractor may be required to work irregular duty hours; e.g., night/weekend duty, and extended hours and emergency ministrations as required. 1.4.7.3. The Contractor shall provide customer service hours at the Thule Chapel upon request. While hours are ultimately subject to task-dependent factors, the Contractor should be present and available to conduct counseling sessions. 1.4.8. The Contractor shall wear the appropriate vestments when conducting Mass in accordance with the traditions of the Catholic faith. Official attire is Catholic clericals. 1.4.9. The Contractor shall submit records of Sacraments as required by his certifying endorsing agency and U.S. civil law (as required for all U.S. citizens). 1.4.10. The Contractor shall comply with local policies and procedures. 2. GOVERNMENT-FURNISHED PROPERTY AND SERVICES 2.1. Base Chapel will provide the following non-monetary support in kind to facilitate the accomplishment of ministry: 2.1.1. Local telephone access. 2.1.2. Access to and use of computer equipment (ADPE), as available. 2.1.3. Facilities as needed as part of ministry. 2.1.4. Private office space. 2.1.5. Local transportation. 2.1.6. Use of Government-owned liturgical vestments and liturgical supplies, including communion vessels and appointments. 2.2. Base Chapel will coordinate for the provision of Arctic Cold-Weather Gear during storm season (15 Sep to 15 May). 2.3. The Contractor will direct funds requests to the Installation Chaplain or Chapel NCOIC for any special supplies needed to perform services in this PWS. 2.4. The Contractor shall safeguard all Government/Chapel equipment and supplies provided to fulfill this position. 3. GENERAL INFORMATION 3.1. PERIOD OF PERFORMANCE. 3.1.1. The period of performance will be a basic year. 3.2. PLACE OF PERFORMANCE. 3.2.1. The primary place of performance is the Base Chapel located on Thule AB, Greenland. The contractor may be required to occasionally travel away from the normal place of performance, as required by the Installation Chaplain. 3.3. TRAVEL. 3.3.1. The Contractor will coordinate all travel arrangements to and from Denmark and/or Greenland via government furnished air charter to the maximum extent possible. 3.4. INVOICING FOR SERVICES RENDERED. 3.4.1. Invoices for payment will be submitted through Wide Area Work Flow as Prescribed in the contract clauses at the website https://wawf.eb.mil/. Invoices shall be submitted on a monthly basis following the completion of services. 3.5. SECURITY REQUIREMENTS. 3.5.1. The Contractor shall not disclose nor cause dissemination of any information concerning the operations of Thule AB which could result in, or increase the likelihood of the possibility of, a breach of the base's security or interrupt the continuity of its operations. 3.5.2. The Contractor will sign a Non-Disclosure agreement with the United States Government 3.6. BADGES. 3.6.1. In coordination with Base Chapel Staff, the Contractor shall obtain badge(s) as required and handle them in accordance with Thule Air Base regulations. 3.7. ACCIDENT REPORTING. 3.7.1. The Contractor shall orally report damage to government resources, caused by the Contractor, to the Installation Chaplain within one hour. 3.8. CONTRACTOR-FURNISHED ITEMS AND SERVICES. 3.8.1. The Contractor shall provide any contractor-specific supplies and equipment. 3.8.2. The Contractor is responsible for the safety of his supplies, materials, equipment, and any personal property from loss, damage, or theft.
