Description
V A Pittsburgh Healthcare System is seeking professional design services from an architect-engineering (A/E) firm to Develop preliminary drawings, working drawings, and specifications to renovate the 3rd Floor Clinical Addition area of Building 1 at the UD Division of VAPHS, University Drive C, Pittsburgh, PA 15240 for renovation and expansion of the Operating Procedure Suite. Some peripheral renovation to the Surgical Intensive Care Unit area will also be required to replace demolished functions. This area is currently the location of the Operating Procedure Suite, Operating Recovery Area, Medical Intensive Care Unit, and the Surgical Intensive Care Unit at the UD Division of VAPHS. This work includes but is not limited to mechanical, electrical, plumbing, structural, equipment installation, audio/visual, and architectural. The project will expand the Operating Procedure Suite adjacent to the existing Operating Procedure Suite, relocate the Post-Anesthesia Recovery Unit, and provide space for all support functions. Specifically, the project involves architectural and engineering services required to renovate approximately 14,000 square feet (+/- 10%) of the existing clinical, office, and support space into an expanded Operating Procedure Suite, including but not limited to the following: ž Evaluation and design for the addition of a minimum of 3 new full-size and fully-equipped Surgical Procedure Rooms (Operating Rooms) ž Evaluation and design for the replacement of the Recovery area (Post-Anesthesia Care Unit). The replacement area shall be designed, sized, and outfitted to serve the entire expanded Operating Procedure Suite (new and existing space). The new area should include all necessary nursing support space as well, including medication rooms, break room, office space, and storage space ž Evaluation and design for providing On-Call rooms, Men ™s and Women ™s Locker rooms, staff break rooms, and other staff support space adequate to serve the entire expanded Operating Procedure Suite (new and existing space). ž Evaluation and design for maximizing the number of rooms and support space (especially storage areas) in the project area for the entire expanded Operating Procedure Suite (including existing and new expanded procedure rooms). The spaces should include, but not be limited to, sterile supply storage, bed and large equipment storage, GIP, soiled/clean storage, housekeeping, and toilet space. ž Field verification of existing space and all existing utilities servicing the renovated space ž Design and V.P.I.H. Services for asbestos abatement of the renovated space, including the monitoring of abatement activities, air sampling, and final TEM clearances of containment areas ž Evaluation and design for alteration/replacement of the existing HVAC mechanical and ventilation system servicing the renovated space as needed to meet all needs as well as all applicable design guides and codes for the spaces being provided. This includes the removal of any fan coil units and replacement with VAV units, the removal, replacement, and/or addition of any air handler units, the removal, replacement, and/or addition of any exhaust fans or other equipment as necessary to service the space and any attached peripheral spaces. ž Evaluation and design modifications to the existing electrical distribution system servicing the renovated space to provide sufficient power to all new lighting and equipment in the area to meet all needs as well as all applicable design guides and codes for the spaces being provided. ž Evaluation and design modifications to the existing plumbing system servicing the renovated space to provide sufficient water supply and drain lines to all new plumbing fixtures and equipment in the area to meet all needs as well as all applicable design guides and codes for the spaces being provided. ž Evaluation and design modifications to the existing medical gas system servicing the renovated space to provide sufficient medical gas supply to all new fixtures, outlets, equipment, etc. in the area to meet all needs as well as all applicable design guides and codes for the spaces being provided. ž Evaluation and design modifications to the existing fire protection system servicing the renovated space to provide code compliant protection to all new/renovated areas ž Evaluation and design modifications for all Surgical, Operating, and Recovery equipment and support services. This includes all procedure room equipment such as booms, monitors, bed service (patient) headwall systems, specialized data/telecommunication systems, nurse call, general public patient status board tracking system (board [monitor] to be installed in 3N148). This also includes any shielding design, specifications, and requirements if necessary. ž Design for all new interior finishes of the renovated space including floors, ceilings, casework, doors and wall surfaces. ž Recommending bid alternatives as necessary to meet the budget limitations. ž Construction will need to be addressed in multiple phases to allow hospital operations to continue during construction. ž Infection Control requirements, barriers, routing, etc. will also need to be fully addressed in the bid documents to allow hospital operations to continue during construction. ž The project will follow the guidelines established in the VA Pittsburgh Master Space Plan to enhance services at the University Drive Division. All designs will be in compliance with space criteria as referenced in VA Handbook 7610. ž Construction will be addressed in phases to allow operations to continue during construction to the extent possible. Phasing will be determined during the 50% design review. Phasing must work within budget and allow the VA to continue operations at minimal interference. In addition, the A/S will be required to: ž Make site visits as necessary to survey existing conditions ž Submit review package so they are received on the noted day ž Submit complete review package in accordance with the following requirements and guidelines as outlined at: http://www.cfm.va.gov/contract/aeDesSubReq.asp ž Respond to submittals and other requests in a timely manner A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.cfm.va.gov/TIL/ A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and PG18-9 Space Planning Criteria, and PG-18-12 Design Guides. This requisition is unrestricted; the construction estimate is between $5,000,000 and $10,000,000; the NAICS code is 541330: and the small business size standard is $4,500,000. The outer envelope must clearly identify the Solicitation Number (VA-244-10-RP-0264) and the project name (O/R RENOVATION). Hand -delivered information packages will be accepted in addition to those sent by US Mail or an independent delivery service. In addition to the SF-330's, please include a cover sheet containing the following information: NAME, ADDRESS, AND EMAIL OF COMPANY NUMBER OF COMPLETED AND/OR CURRENT VA PROJECTS SOCIO-ECONOMIC STATUS OF AND DUNS NUMBERS FOR CONTRACTOR AND ALL PROPOSED CONSULTANTS Phone inquiries, faxes, and electronic submissions will not be accepted. The deadline for receipt of SF-330's by the Contracting Officer is September 2, 2010 at 4:00 pm (Eastern). Selection criteria shall be in accordance with FAR 36.602-1 and VAAR 836.602. Potential vendors are bound by the clauses contained in FAR part 4.11 and 4.12 (CCR and ORCA registration, et al.) This is not a request for proposal and further information is not available at this time. The Government is under no obligation to award a contract as a result of this announcement.
