- This is a sole source announcement. No solicitation will be prepared or madeavailable. The Department of the Navy, Space and Naval Warfare SystemsCenter, Pacific (SSC Pacific) intends to award a cost-plus-fixed-fee contracttoEMN Defense Systems, 8880 Rio San Diego Drive, Suite 800, San Diego, CA92108. Authority for Other than Full and Open Competition is FAR 6.302-5(b)(6) and Section 308 of the Veterans Benefits Act of 2003. EMN DefenseSystems is a Service-Disabled Veteran-Owned Small Business. The contract isto provide technical and engineering support services including Test andEvaluation (T&E), Research and Development (R&D), Technical Documentation,and other System Engineering and Technical Assistance (SETA) support forAirborne Network engineering projects at SPAWAR Systems Center Pacific (SSCPAC). These efforts will focus on investigation, analysis, development, andevaluation of network design options (both hardware and software) to establisha baseline network design for incorporation of Navy's networking waveformsand networking systems as Internet Protocol (IP) enabled radio frequency (RF)data links for Navy aircraft, surface ships, submarines, and ground platforms.This notice of intent is not a request for competitive proposals. See Note22.No hardcopy RFQ will be prepared or made available for distribution. Adetermination by the Government not to compete based upon responses tothis notice is solely within the discretion of the Government.
