- The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with High Throughput Genomics, Tucson, AZ 85706 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for multiplexed, high throughput gene expression consisting of: 701-101 qFix Array Plate - housekeeping gene analysis, 1-10 samples (2 ea); 700-017 Custom Array Development (mRNA and/or miRNA assays) 96 well/38-47 genes. Includeds custom Array Plate design, QC testing and implementation (3 each); and 700-317 ArrayPlate Service (mRNA and/or miRNA assays) 96 well/38-47 genes, up to 96 samples. The service provided by High Throughput Genomics meets the following required criteria: 1) Quantitative Nuclease Protection Assay - gene expression analysis is performed by quantitative nuclease protection assay; 2) Custom designed gene specific mouse probes - Oligonucleotide probes must be custom designed for expression of each specific mouse gene; 3) FFPE Paraffin Samples - gene expression analysis must be amenable to RNA from fresh tissue or poorer quality RNA from formalin fixed paraffin embedded tissue; 4) Multiplexed sample analysis - each sample well contains up t6o 44 specific gene expression probes for simultaneous analysis; 5) No RNA extraction from samples required; 6) No RNA amplification or labeling is needed; 7) High sensitivity for differential gene expression resolution at gene fold changes of 20% or less. Sensitivity of measuring as few as 1,000 molecules of RNA per well; and 8) Internal controls - housekeeping genes and negative control gene are included in the same well for sample normalization. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities / specifications to the Contracting Specialist at the address provided. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to High Troughput Genomics. The NAICS Code/Size is 541711/500 Employees. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
