Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is solicitation number Q1842100116 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. This procurement is set-aside for small business concerns, NAICS code 326199, 500 employees. The following is the line item for which proposals are requested: 1. Victor Stanley, Inc. Ironsites Series S-42 Litter Receptacles or equal: 25 units. New Bedford Whaling National Historical Park seeks to purchase the Victor Stanley, Inc. brand name or equal product in order to match the litter receptacles placed within the downtown area of the City of New Bedford, MA to link the city and the National Park areas visually. Size: 36-gallon (136 liter). Color: Black with black high density plastic liner. All fabricated metal components are steel shot blasted, etched, phosphatized, preheated and electrostatically powder-coated with T.G.I.C. polyester powder coatings. Products are fully cleaned and pretreated, pre-heated and coated. The litter receptacles must be capable of being permanently affixed to the ground. Formed lid to be secured with galvanized steel cable. Offerors shall provide product literature with quote for proposed item in order to be considered responsive to this solicitation. Place of delivery and acceptance is FOB Destination at New Bedford Whaling National Historical Park, 37 North Second Street, New Bedford, MA 02740. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Award shall be made to that responsible offeror whose quote will be most advantageous to the Government, product quality, price, and past performance considered. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with the offer (available at www.acquisition.gov/far). The clause at 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies to this acquisition including the following additional FAR clauses which apply to this acquisition: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.225-1, Buy American Act - Supplies; 52.225-3, Buy American Act, Free Trade Agreements, Israeli Trade Act; 52.225-13, Restriction on Certain Foreign Purchases.
