- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Quotes are being requested via this synopsis and a written solicitation will not be issued. Requisition Number W81EWF02170111 is being issued as a request for quotes (RFQ) with intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-44. This requirement is 100% set-aside for Small Businesses under NAICS Code 327390 with number of employees not exceeding 500. The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) at Waterways Experiment Station (WES), Vicksburg, MS, Geotechnical and Structures Laboratory has a requirement for: BACKGROUND: The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) needs to purchase several precast components. These components will be delivered to an experimental test range near Niceville, FL. Panels will be off-loaded by Range Operations staff with a Government furnished single hoist crane. Requirements are given below: REQUIREMENTS: 1.Layout and Materials a.See attached schematics for overall dimensions and layout (Attachment A) b.Tolerances should be +1/43, -1/83 on panel thickness, +1/83, -3/163 on all other dimensions c.Target Concrete Strength, f2c = 3,500 psi (Min. fc = 3,000) @ 28 days d.Rebar shall conform to ASTM A615; Grade 60 e.Lifting inserts are prescribed on the schematics; Meadow Burke Rapid Lift hardware is recommended for lifting inserts i.Wall Targets - Two lift points on the top edge of the; Four lift points in top face ii.Four lift points in the top face of the roof targets: (Roof A & Roof B) 2.Deliverables forwarded to the ERDC Technical POC a.If final shop drawings are created by the manufacture a copy should be provided b.Concrete i.Perform cylinder tests at for 28-day strength in accordance to ASTM C39, provide f2c values in pounds per square-inch (PSI) c.Rebar i.Copies of Mil Certification for the rebar used should be forwarded to ERDC Vicksburg, MS ii.5 random samples of similar bars cut 18 inches or longer for experimental evaluation at ERDC Vicksburg, MS 3.Contract Details b.Must be delivered to Experimental Test Range at Eglin AFB, FL Exact Directions will be presented when Contract is Awarded. For quotes assume a transportation cost to Niceville, FL. Driver will be met on state black-top roads and escorted to the site on gravel roads. c. Must deliver NLT 14 October 2010. Finalized delivery plan shall be coordinated with Technical POC. Delivery shall be no later than 14 October 2010. FOB Destination. Delivery is to be made to: Experimental Test Range at Eglin AFB, FL. CLIN 0001 - Description: Side Wall, Quantity: 11, Unit: Each, Unit Price: $____________, Total Price: $____________ CLIN 0002 - Description: Side Wall with Door, Quantity: 1, Unit: Each, Unit Price: $____________, Total Price: $____________ CLIN 0003 - Description: Roof A, Quantity: 4, Unit: Each, Unit Price: $____________, Total Price: $____________ CLIN 0004 - Description: Roof B, Quantity: 4, Unit: Each, Unit Price: $____________, Total Price: $____________ Award shall be made to the responsible offeror whose quote is determined to be Lowest Price Technically Acceptable. Offerors shall submit technical data on the items quoted. FAR Provision 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. FAR Provision 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Offerors must include a completed copy of FAR Provision 52.212-3 Alt I, Offeror Representations and Certifications Commercial Items, with its offer. FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition.
