Description
The work involves furnishing of all labor, materials, equipment, permits and services necessary to replace approximately 105,338 square feet of roofing at the Charleston Main Office located at 1002 Lee Street East in Charleston, WV 25301. The facility and site is Postal-owned and controlled. The facility's multi-level flat roofed areas are comprised of an original built-up roof system that was later recovered with a spray-applied foam/ballast roof system. The existing structural subsystem consists of both metal decking (70,720sf) and concrete decking (34,618 sf). Base bid work includes, but is not limited to, removal of all existing roofing systems down to structural metal or concrete deck, removal of all existing roof-edge fascias, base and roof penetration flashings, expansion joint assemblies, roof drains and unused or non-functional equipment. Remove, protect and reinstall all existing HVAC equipment on new curbs, removal and reinstallation of two satellite dishes and scraping, priming and repainting all existing metal guard railings, steps and ship's ladders. New work includes installation of a new PVC roofing system, energy star rated, using a fully adhered single-ply membrane, white 60 mil thickness, ¾" thick perlite cover board, 3" polyisocyanurate board insulation (minimum R Value of R-20), tapered polyisocyanurate insulation as required to achieve the required ¼ inch per foot slope to roof drains, with an asphalt impregnated glass-fiber felt vapor retarder. An additional ¾" thick perlite substrate board is required to be used at metal sub-roof locations, installation of retro-fit roof drain assemblies, new roof penetration, base and curb flashings, new edge fascias, new expansion joint assemblies, equipment curbs, materials and accessories down to structural deck., new roof walk pads. Project will include new sheet metal and PVC flashings/trim, metal coping rehab and replacement of roof drains. Bids will be received for both the PVC system as base bid and a TPO system as an alternate. The estimated cost of the project is between $1,000,000.00 - $1,250,000.00, with construction completion within 270 calendar days from receipt of Notice to Proceed. Solicitation will be for 21 calendar days and prices shall be good for 60 calendar days after solicitation is closed and offeror selected. Contractors must submit a Qualification Statement with their price proposal. Only the most qualified contractors will be considered. To be considered, the company must be financially capable, have a minimum of five years total experience in roof replacement projects, and have completed two comparable projects within past five years, one of which may be ongoing. Comparable projects are defined as roof replacements at a cost of $1,000,000 or greater. The Qualification Statements will be evaluated in accordance with the criteria stated, in the following order of preference: experience/performance and capabilities. The price proposals for only the most qualified contractors will be considered. The Postal Service will select the offeror that provides the best value to the Postal Service. Additional Requirements: Must provide information in the return proposal that they meet requirements below: 1) General Contractor must demonstrate home office has been established no less than one year within 250 miles from the project site. 2) Licensed contractor in the state of West Virginia. A PRE‑PROPOSAL MEETING WILL BE HELD AT THE SITE (at the Post Office Lobby), 1002 Lee Street East, Charleston, WV 25301, on September 2, 2010, at 10:00 a.m. ATTENDANCE IS HIGHLY RECOMMENDED.
