- RECOVERY - TAS:: 14 2302 ::TAS Project 14-09/10-2101 The "TAS Project Number" is corrected to read as "14-09/10-2101 (from "Y1H10"). RECOVERY ACT - This notice is released to announce issuance of American Recovery and Reinvestment Act of 2009 (ARRA) SOLICITATION DOCUMENT NO. RA001110196, ROAD RESURFACE CONSTRUCTION PROJECT, BIA Colorado River Agency (CRA), LaPaz County, Arizona 85344. The Bureau of Indian Affaris intends to award a firm fixed price contract; the procurement method is Invitation for Bid (IFB / sealed bid), FAR Parts 14 and 36. The Contractor shall furnish all labor, materials/supplies, equipment and services to complete the Roads Resurface Construction Project activities for the BIA, Colorado River Agency (CRA), Parker, LaPaz County, Arizona 85344. This solicitation is funded by American Recovery and Reinvestment Act of 2009 (ARRA), Public Law 111-5, The contractor shall comply with ARRA statute and all applicable laws, regulations, provisions, policies, procedures, and clauses, including but not limited to meeting the REPORTING REQUIREMENTS of Sec. 1512 of the ARRA and other accountability and transparency conditions. The solicitation is issued as a "Full and Open Competition". The estimated dollar value of this procurement is between $25,000.00 to $100,000.00. The Period of Performance is sixty (60) calendar days from Notice to Proceed. Offerors are expected and are to be responsible to inspect and verify the site conditions where the work is to be performed. This project is classified under NAICS Code 237310 and has a size standard of $33.5 Million. The solicitation document and plans are electroncially available on fedbizopps (attached to this solicitation notice); telephone requests to obtain the IFB pakcage will NOT be accepted. BIDDERS ARE REQUIRED TO DOWNLOAD THE SOLICITATION DOCUMENT THAT IS MADE AVAILABLE ON FEDBIZOPPS.GOV. Bidders should visit the www.fbo.gov website periodically for updates to the solicitation document. A BID GUARANTEE BOND IS REQUIRED AT 20% OF THE BID PRICE. 100% Performance and Payment Bonds, and Certificate of Insurance are required upon award. Technical questions must be submitted five (5) calendar days before the IFB response date. E-mail all questions to Paul Robinson, Contract Specialist, at paul.robinson@bia.gov. Central Avenue, Suite 400 Mailroon, Phoenix, AZ 85004-3050 by 2:00 PM (Local Phoenix, AZ Time) on Tuesday, August 31, 2010.
