Description
The NAVFAC Expeditionary Programs Office (NEPO) has a requirement for program management support, engineering support, and logistics support. NEPO manages the systems and logistics for Navy Expeditionary Forces. It consists of two sub-offices: the Expeditionary Readiness and Logistics Program (ERL) and the Sealift Support Program Office (SSPO). ERL provides table of allowance (TOA) management, life cycle management, and commodities integration for a variety of commands and equipment. This includes budget and schedule management for the corresponding commands and equipment. NEPO's objective is to meet the Navy Mission Essential Task Lists (NMETS) and Required Operational Capability and Projected Operational Environment (ROC/POE). SSPO manages the Logistics-Over-the-Shore capability: the capability to provide materiel from ship to shore over unimproved shorelines, and damaged and shallow ports. The systems supported include marine craft, loading equipment, and table of allowances, located at both homeports and deployed vessels. Program management support consists of making technical recommendations based on acquisition policies, such as DOD 5000 series documents, and providing administrative, training, and limited information systems support. Engineering and logistics support consists of making technical recommendations based on prevailing standards and regulations. These recommendations will predominately relate to the design, building, and repair, as well as, the operation and maintenance, of boats and expeditionary equipment. NAVFAC intends to release the solicitation on 3 September 2010 as a small business set-aside.
