- 1. The Mark Twain National Forest, Rolla Missouri, is soliciting quotes (RFQ) for the supply and delivery FOB Destination, of a quantity of (6) new all terrain vehicles (ATV's)and (2) new utility type vehicles (UTV's). 2. This solicitation is issued under Request for Quotes (RFQ) number AG-64R4-S-10-0022. All proposals shall reference the RFQ number and shall be submitted to Mark Twain National Forest, 401 Fairgrounds Road, Rolla, Missouri 65401 or faxed to (573) 364-6844 or emailed to jvswizdor@fs.fed.us by 4:30 PM Central on August 18, 2010. The anticipated award date is August 31, 2010. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44 effective July 16, 2010. 5. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 423110 and the size standard is 100 employees. 6. Submit a detailed materials list with a unit price quote for each contract line item (CLIN) and total delivered price quote, exclusive of license and registration fees which do not apply to the federal government. 7. The unit price quote for each CLIN shall be inclusive of freight and handling, and, if applicable, sales tax. The federal government is exempt from sales tax in most states. The Mark Twain National Forest will provide Missouri State Tax Exemption Number as required. 8. Quoters may submit quotes for all contract line items; however, quoters may also choose to submit for only individual ATV line items or for only individual UTV line items. CLIN 1.0, a quantity of (2) All Terrain Vehicle, 4x4, approximately 46" in width and a total length of approximately 81", a minimum 420 cc engine, automatic transmission with reverse, independent front and rear suspension. The Honda 420 or equivalent will satisfy these requirements. Provide pricing for delivery to Ava, MO 65608 and pricing for pickup at an authorized dealer location. CLIN 1.1, a quantity of (1) as per CLIN 1.0 with a 2500 lb. winch with synthetic cable installed. Provide pricing for delivery to Ava, MO 65608 and pricing for pickup at an authorized dealer location. CLIN 2.0, a quantity of (1) Utility Type Vehicle 2 person side by side configuration, 4x4, independent front and rear suspension, 50" width, sport roof package, brush guard, 2000 lb. towing capacity, minimum 760cc motor. The Polaris Ranger RZR 800 or equivalent will satisfy these requirements. Provide pricing for delivery to Ava, MO 65608 and pricing for pickup at an authorized dealer location. CLIN 3.0, a quantity of (1) as per CLIN 1.0 Provide pricing for delivery to Salem, MO 65560 and pricing for pickup at an authorized dealer location. CLIN 4.0, a quantity of (1) as per CLIN 1.0 except with a minimum 500 cc motor. The Honda 500 FE or equivalent will satisfy these requirements. Provide pricing for delivery to Salem, MO 65560 and pricing for pickup at an authorized dealer location. CLIN 5.0, a quantity of (1) Utility Type Vehicle 2 person side by side configuration, 4x4, independent front and rear suspension, approximately 59" width, sport roof package, brush guard, minimum 1300 lb. towing capacity, minimum 600cc motor, with 3,000 lb. 2" receiver winch installed, must have 2" receiver on front and rear of machine to accommodate the winch, The John Deere 620i or equivalent will satisfy these requirements. Provide pricing for delivery to Doniphan, MO 63935 and pricing for pickup at an authorized dealer location. CLIN 6.0 The Government has for trade in on CLIN 5.0; 2- 2002 Polaris Professional Model Series 500 6x6's. The first machine is in good physical condition but does not run, hour meter shows 159.9. The second one is in good running condition with minor wear and currently shows 119.1 on the hour meter. CLIN 7.0 The Government has for trade in on CLIN 3.0; 1-2001 Honda TRX 350 FE in good running condition and the hours are estimated at around 500. There is no hour meter. CLIN 8.0 The Government has for trade in on CLIN 4.0; 1- 2002 Honda TRX 350 FE in good running condition with 536 hours showing on the hour meter. CLIN 9.0 a quantity of (1) All Terrain Vehicle, 4x4, approximately 46" in width, 51" wheelbase, and a total length of approximately 86", a minimum 645 cc engine, automatic transmission with reverse, double A-arm front and independent rear suspension, front and rear storage racks installed, minimum 1300 lb. towing capacity. The Can-Am Outlander 650 or equivalent will satisfy these requirements. Provide pricing for delivery to Rolla, MO 65401 and pricing for pickup at an authorized dealer location. CLIN 10.0 The Government has for trade in on CLIN 9.0; 1-2006 Honda Rubicon 500 with severe damage to the drivetrain. Extent of repairs required is unknown at this time. 9. Desired delivery date for all items is on or before September 30, 2010. 10. Quotes must include vendor's TIN (Tax Identification Number). 11. Quotes must include a completed copy of [FAR] 52.212-3 Offeror Representations and Certifications, Commercial Items, paragraphs (c) through (m). If the Offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov., submit only paragraph (b) from the provisions and a DUNS number. 12. [FAR] 52.212-2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes: Price, technical conformity to specifications, and ability to meet delivery date. 13. All responsible sources may submit a quotation which shall be considered by the Forest Service. The offer/quotation that is most advantageous to the Government, based on the factors contained in this solicitation, will be selected for award. 15. Multiple awards are contemplated; however, the government reserves the right to decrease or increase quantities in accordance with pricing and availability of funds. 16.
