Description
This is a Sources Sought Announcement. This is not a solicitation. This is only a Sources Sought Announcement and will not bind the contractor or the Government in any way or at any time into a contract with any of the specified requirements contained herein. This Sources Sought will be posted for 15 days and responses will not be accepted after 17 SEP 2010. The Naval Undersea Warfare Center, Division Newport, Rhode Island (NUWCDIVNPT) is looking for vendors interested in demonstrating concepts to remove sound dampening material from torpedo shells. These concepts can include new or existing processes or equipment. The torpedo shells are aluminum torpedo shells with an exterior protective anodized coating. The sound dampening material is a neoprene rubber pad with embedded lead shot. The pads are epoxy bonded to the interior of the shells using Philadelphia Resins, Navy Epoxy Formula DTNSRDC 2844-1102. The demonstrated concept should remove this sound dampening material without damaging the anodized coating. The demonstration should have the following goals:1. Removal of rubberized damping material and epoxy bodying agent from interior of aluminum shells;2. No damage to anodized coating or dichromate seal;3. No change in material properties of 7075-T73 aluminum alloy shell section;4. Process or equipment that can be limited to interior of shell and not effect powder epoxy paint coating on the exterior of shell section;5. Process or equipment that creates no or minimal hazardous waste stream; and6. Process or equipment that incurs less than 1 hour of labor per shell section to complete and less than 24 hours total to complete. NUWCDIVNPT will provide coated torpedo shell sections and shell drawings for use in studying processes and equipment that aim to meet these goals. The demonstrations should be able to show removal from individual shell sections or a combination of the two shell sections of interest. The shell sections Outside Diameters (ODs) are tapered and sizes are: 1.20.7" to 18/5" outside diameter and 15.7" long2.18/5" to 11.8" outside diameter and 20.5" long Interested parties must meet the following criteria:1) Show that they have the self-funded capability of conducting a demonstration;2) Show that a reasonable concept exists for their demonstration; and3) Be able to schedule their demonstrations within two months of acquiring the shell sections.4) The vendor must be willing to allow a NUWCDIVNPT representative to witness the demonstration. NUWCDIVNPT will ship the hardware to the vendor and pay for the NUWCDIVNPT hardware to be returned to NUWDIVNPT after the demonstration is complete. Requests that meet these criteria will be filled in the order received, as there are limited assets available for these demonstrations. NUWCDIVNPT will not provide any funding for demonstrations. The purpose of these demonstrations is to determine if a possible solution exists such that NUWCDIVNPT can develop an acquisition strategy for a competitive best value acquisition. NUWDIVNPT requests that submittals briefly and clearly describe the criteria identified herein. Responses should be limited to 5 pages. Any proprietary concepts or information should be clearly marked. The Government does not intend to award a contract on the basis of this announcement or the demonstrations performed, or otherwise pay for the information solicited, nor is the Government obligated to issue a solicitation based on responses received.
