This is a competitive RESTRICTED ACQUISITION for HUBzone set-asides. The NAICS Code is 236220 and the Size Standard is $33.5M. SOLICITATION NUMBER: FA8601-10-R-0072 Project 080032 - Renovate South End of Facility 30209. Project scope is the demolition and reconfiguration of Army Air Force Exchange Service (AAFES) space for new office space to include new restrooms for Air Force Security Assistance Center (AFSAC). Location is the south wing of Facility 30209. Renovation includes demolition, construction of new walls, ceilings, flooring, electrical systems, HVAC systems and plumbing systems. Work includes systems furniture option to be funded by the customer. The estimated magnitude for this entire project is between: $500,000 and $1,000,000 Special Concerns/Requirements: The AAFES component includes reconfiguring the warehouse while the warehouse is still in use by the customer. The bidding documents include a phasing plan to be developed by the contractor with customer input and approval. In accordance with FAR 4.1102 and DFARS 252.204-704 "Required Central Contractor Registration," Contractor must be registered in CCR prior to award. Registration may be accomplished at http://www.ccr.gov. NOTES: 1. The solicitation, specifications, and drawings are available on the World Wide Web at: http://www.fbo.gov. The date for receipt of proposals is 16 September 2010 at 1000hr local time. The period of performance is 270 days. 2. This is a Straddle "B" Bid that is not guaranteed funding. If funding is not available by 31 Dec 10 the solicitation will be cancelled. An award prior to 30 Sep 10 would require the contractor to begin performance prior to 31 Dec 10 in order to meet Bona Fide Need. 3. There is no fee for this solicitation. 4. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 5. You shall provide a signed copy of the SF 1442 at the time and place specified in the solicitation for receipt of proposals. There will not be a public opening. Sealed envelopes containing proposals shall be marked to show the offeror's name and address, the solicitation number, and the date and time proposals are due. 6. Contractors shall be capable of securing bonding for the total proposed amount (base plus options). However, contractors shall only be responsible for providing bonding for the base amount plus the amount of any/all options exercised at the time of award. If an option is exercised after award, contractors shall be responsible for securing the additional bonding equal to the amount of the option. 7. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. 8. This is a WPAFB Construction Contracting (PKJ) program. The current status is Pre-Solicitation and it is a Category Z - Maintenance, repair, and alteration of real property.
