- *RECOVERY* ***** THIS NOTICE IS FOR INFORMATION PURPOSES ONLY ***** ***** PLEASE DO NOT RESPOND TO THIS NOTICE ***** The USDA - Forest Service intends to award a Firm Fixed price Contract for the following project: Site construction permits for Tunnel Brook Wetlands. The USDA, Forest Service intends to solicit and negotiate with only one source, New Hampshire, Department of Environmental Services, 29 Hazen Drive, Concord, NH. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is for construction permits for the Tunnel Brook Wetlands. The basis for restricting competition is because the New Hampshire Department of Environmental Services is the only known provider of this permitting. The NAICS code for this procurement is 924110 and the small business size standard is $7M in revenue. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 23 August 2010, 1700 EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with the New Hampshire Department of Environmental Services. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items.
