Description
The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Remington ELSAG Law Enforcement Systems, LLC, 870 Remington Drive, PO Box 1046 Madison, NC 27025, for the purchase of the following equipment: 1. Mobile License Plate Reader (LPR) Quantity: 5 Package includes: •a) LPR Processor •b) 4-cameras (2 color; 2 infrared LPR in 2 enclosures) •i. Mobile LPR cameras shall use an 810nm illuminator •ii. Lenses: 16mm/25mm •c) Cables •d) Related software •e) Magnetic mounts 2. Fixed High Performance LPR Smart Camera and Mounting Hardware, with color video overlay camera and 50mm black/white camera. Quantity: 25 Package includes: •a) All necessary camera cables •b) 810nm illuminator 50mm cameras Based on market research utilizing information obtained from industry sources, counterparts at other federal agencies, and product analysis, it has been determined that the FBI's requirement can only be provided by Remington ELSAG Law Enforcement Systems, LLC. The Remington ELSAG License Plate Readers are the only LPRs capable of meeting the following criteria: •1. a form factor compatible with standard covert concealments; •2. has an open architecture allowing customization of data collection, data transmissions and data storage to meet field requirements; •3. capable of interfacing with existing software used to provide secure data communications and data analysis; and •4. compatible with existing equipment in use by both the FBI and component agencies. The Government intends to negotiate with only one source under the authority of FAR 6.302.1. Interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 9:00 am, EST, Wednesday, August 23, 2010, by email, to the attention of Mrs. Margaret D. Einspahr, Contracting Officer, at meinspahr@fbiacademy.edu. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government.
