Description
The Office of Naval Research (ONR) Manufacturing Technology (ManTech) program has established Centers of Excellence (COEs) in various technology areas in order to assist in the selection, development, and execution, of ManTech Projects. These COEs serve as focal points for the development and technology transfer of new and or improved manufacturing processes or products. Navy ManTech has an ongoing effort to develop, advance and deploy manufacturing technology of composite materials through a dedicated Navy Composites Manufacturing Center (NCMC). The Government encourages innovative approaches to meeting the Navy's technology needs, and the lack of in-house large industrial facilities or equipment should not deter prospective Offerors. Some examples of how the needs could possibly be met without actually possessing a facility and equipment include, but are certainly not limited to, teaming arrangements and consortiums. The focus is on the development, advancement and deployment of composite manufacturing technologies to benefit Navy and DoD weapon systems platforms. As a result, it is envisioned that most if not all of the technical effort on ManTech projects will be performed by manufacturers and integrators of composites weapon system components and not by NCMC personnel using NCMC facilities. The intent is to increase implementation of the technologies as well as minimize the operations and management costs of the Center. Special projects as assigned by the ManTech Director or Program Officer could be performed in-house by the NCMC or via subcontract. Some ManTech or Special Projects could potentially be classified as "Secret." As a result, Offeror must have a Secret facility clearance with Secret safeguarding, or have the capability to obtain one. Offeror should also be able to provide access to both classified and unclassified meeting spaces.
