Description
The Contracts Department of the Fleet and Industrial Supply Center, San Diego, in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program, intends to procure services for the disposal of large and heavy wooden docking blocks utilized in the dry docking of naval ships. Blocks to be disposed of are located at the Pearl Harbor, Hawaii Naval Shipyard and IMF. These blocks are made of wood and are of a variety of shapes, sizes and weights, ranging in height from 2 6 to 9 6 and ranging in weight from 3,160 lbs to 112,000 lbs. These blocks have possibly been exposed to hazardous constituents/materials. Contractor will be required to furnish all the necessary labor, tools, equipment, expenses and trucking to haul out, dismantle, and remove the docking blocks. Because of the size and weight of the docking blocks, it is anticipated that there will be a site visit scheduled at the Pearl Harbor Naval Shipyard. Contractor will remove/demolish the docking blocks from the Pearl Harbor, Hawaii Naval Shipyard and dispose of or recycle the materials at its facility. Upon removal, Contractor will clean up the work site where the blocks were located. Contractor shall be required to obtain all Federal, State, City, Health, and EPA permits and licenses required for the performance of this work. Contractor will have salvage rights of all materials generated during the demolition of the docking blocks. If awarded the contract, prior to commencing work, successful Offeror will be required to attend a Contractor Environmental Brief given by the Pearl Harbor Naval Shipyard Environment Division. Due to the possible handling of hazardous constituents, all prospective offerors proposing on this effort shall be required to develop and submit with their offer, an Environmental Protection Plan. This procurement is a 100% Small Business Set Aside. A Firm Fixed Price (FFP) type contract will be awarded for this procurement. Period of Performance shall be for 120 days from date of contract award. See Note: 1. NOTE: THE SOLICITATION WILL BE AVAILABLE FOR DOWNLOAD OFF OF THIS WEB SITE ON/AFTER 26 AUGUST 2010.
