- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA) THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source, firm fixed price contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Electronic Systems Command, Cyber/Netcentric Directorate intends to award a Firm Fixed Priced contract to REPAIR three (3); WSTI-U PCI Boxes, NSN: 5855ND023201J, 2 ea, RF/FO Link Remote Base NSN: 6030ND024276J; one (1) each Annunciator VI, two (2) each Video Encoders, NSNS: 6350ND0232250, two (2) each WSTI-U RCVR CNTR Boxes, NSN: 5855ND0222917J, and 11 each Video Distribution Systems, NSN: 5820ND024528J to Northrop Grumman Space and Mission Systems Corp, a large business and original equipment manufacturer. Required deliver is September 30, 2010. The Air Force does not own or have complete data to compete this requirement. The lack of complete specifications, schematics/drawings and part list prohibits the use of full and open competition procedures. Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The Government intends to make an award by August, 2010. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within five (05) days of this publication. Those firms interested must indicate whether they are a large, small or disadvantaged business and whether they are a U.S. or foreign owned.
