- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12. This announcement constitutes the only solicitation, and is issued as a Request for Quotation (RFQ). Solicitation #FA46640229A001. This is a 100% small business set aside with 100 employees. The NAICS code 423730 applies to this solicitation. The item description is as follows: March Air Reserves Base (ARB), CA is requesting quotes for (3 EA) - Denray Down Draft Tables for Structural Maintenance and Refurbish machines or equivalent systems for dust control collection machines for aircraft parts. Justification is for sanding of aircraft structures for repair and paint preperation to produce hazardous dust particles that float throughout the work area. These down draft tables will eliminate the need for additional dust mitigation devices throughout the work center, thus creating a safer working environment. The acquisition is also for 9600 B w/ HEPA Bank or equivalent systems machines which are especially suited to control dust during sanding, routing, cutting, and finishing of wood, fiberglass, composites, and plastics as well as welding, grinding, polishing, and cutting of metal products. March ARB engineering will provide necessary electrical demarkation for power up to 3 phase/ 230V or 480V. The following clauses and provisions apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items. FAR 52.212-3 Alt 1 Offeror Representations and Certifications - Commercial Items (Offerors must include a completed copy of this provision with their quote). FAR 52.212-4 Contract Terms and Conditions-Commercial Items. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. 52.225-13 Restrictions on Certain Foreign Purchases, 52.232-18 Availability of Funds, 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. (Offerors must include a completed copy of this provision with their quote). FAR 52.222-22 Previous Contracts and Compliance Reports. FAR 52.222-25 Affirmative Action Compliance. The following are also applicable to this solicitation: DFARS 252-225-7000 Buy American Act-Balance of Payment Program Certificate, DFARS 252.204-7004 Required Central Contractor Registration, DFARS 252.232-7003, Electronic Submission of Payment Requests, DFARS 252.246-7000, Material Inspection and Receiving Report. If a site visit is needed it will occur on the 23rd Aug at 9AM PST. The POC for site visit coordination is MAJ Blaine A. White at 951-655-2414 or Blaine.White@march.af.mil. No site visits will occur during the weekend, holidays and after duty hours. Offerors will need to contact the POC for coordination to access the base for the site visit. In order to access base by vehicle, offerors will need a valid driver's license and proof of insurance and must be escorted in and out of the base by the POC. EST. ALL OFFERORS MUST BE REGISTERED IN THE DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR) DATABASE PRIOR TO RECEIVING ANY AWARD. Information concerning CCR requirements can be accessed at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. All responsible sources may submit a quotation, which, if timely received, shall be considered by this agency. All quotes submitted should be valid for 60 days.
