- RECOVERY: This notice is provided for INFORMATIONAL PURPOSES ONLY, under the American Recovery and Reinvestment Act (ARRA) of 2009. The opportunity is available only to the following contractors who are holders of a General Services Administration, Federal Supply Schedule, Blanket Purchase Agreement (BPA) established using competitive procedures under RFQ GS10F-09-LP-Q-0001, Special Item Number (SIN) 871-7: Jacobs Technology, Inc., Heery International, Inc., Mark G. Anderson Consultants, Inc., and Tetra Tech EC, Inc. This service is in support of Department of Homeland Security, Customs and Border Protection. The General Services Administration, Public Buildings Service, Land Ports of Entry (LPOE) Special Programs Division, Denver, CO. will compete a firm-fixed price order for Program/Construction Management services with the above-mentioned four competitors who currently hold BPA's in Zones A and C under the large project lot designation. Project Description: Land Port of Entry (LPOE) Modernization Program. Project Management/Construction Management Services at various LPOE's along the northern and southern borders of the United States. The successful offeror shall be responsible for providing GSA with sound management, program and project advice regarding the Land Port of Entry (LPOE) Modernization program. S ervices include but are not limited to, the management of other federal contractors and contract services, pre-planning, programming, environmental related services, design review and project management, procurement support, cost estimating, cost or price analysis, technical analysis, proposal analysis, project and program scope development, budget and schedule development and management, construction management, commissioning, post-construction services, development and maintenance of an electronic database and program support. Responses to the Request for Quotations, including technical and price proposals will be due by September 3, 2010, 3:00 P.M., Mountain Standard Time.
