- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), for the Laboratory of Hematology Branch (LHB), intends to negotiate and award a purchase order on a noncompetitive sole source basis to BD Biosciences, 2350 Qume Drive, San Jose, CA., 95131-1807, to purchase a Full Service Annual Maintenance on the below equipment. The annual service contract will include the following: Items (1)Product #648087, SVC CONT LSFORTESSA ( No Laser) serial number H7990001, customer material number 647799, (2) Product #640102, SVC CONT COHR COMPASS GRN 315M-150, Customer Material No : 344547, Serial No :NO-SERIAL-5186, (3) Product #647316 - SVC CONT LASER VIOLET 405-100, Customer Material No : 643951, Serial No : NO-SERIAL-5187, (4) Product # 646989 - SVC CONT LASER SAPPHIRE 488-50 BLUE, Customer Material No : 642339, Serial No : NO-SERIAL-5188, (5) Product # 640099 - SVC CONT LIGHTWAVE XCYTE 60MW UV LSRS, Customer Material No: 644606, Serial No: NO-SERIAL-5189, (6) Product # 647310 - SVC CONT LASER COHR CUBE 640-40 RED, Customer Material No : 641968, Serial No : NO-SERIAL-5190, (7) Product # 337756 - SERVICE CONTRACT-HIGH THROUGHPUT 4 EA SAMPLER, Customer Material No: 647701, Serial No: U70100016. The agreement shall cover the BD High throughout Sampler for all parts (excluding consumable items): 1.Replacement with a certified refurbished unit, if necessary at the discretion of the manufacture. Replacement, if required, will be provided within two working days. 2.One Preventive Maintenance Inspection shall be performed during a twelve month period in conjunction with the superior equipment’s Preventive maintenance Inspection. 3.One PM Kit shall be provided. 4.The Government agrees to return the malfunctioning HTS within five business days upon receipt of replacement to the manufacture. 5.Unlimited telephone support for instruments, reagents and applications shall be provided. 6.All parts, labor, travel and shipping excluding consumables shall be including in the cost of the service agreement. 7.Service is shall be available during Monday through Friday. Response time is requested to be within 48 hours. The service contract is for a twelve month period; with period of performance 23 September 2010 thru 22 September 2011. The sole source determination is based upon the fact that the equipment is manufactured by BD Biosciences and only the manufacture is authorized to provide maintenance service. The North American Industry Classification System (NAICS) code is 811219, and Size Standard $7.0 Million is applicable to this requirement. The Small Business set-aside does not apply. The reference number for this notice is NHLBI-PB-(HL)-2010-255-DDCThe resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-44. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities in response to this requirement, or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by August 23, 2010, 7:30 a.m. eastern time, will be considered by the Government The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB-(HL)-2010-255-DDC, may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisition Center, Procurement Branch, Quotations must be submitted in writing to the National Heart, Lung and Blood Institute 6701 Rockledge Blvd., Room Suite 6100, Bethesda, Maryland 20892, Attention: Deborah Coulter, Emails will be accepted. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
