Input for Creation of a Sources Sought Document A-- Marketability of Reclaimed Magnesium from Demilitarization Operations, Request for Information Notice Type:Sources Sought Posted Date:August 16, 2010 Response Date: September 6, 2010 Archiving Policy:Automatic, on specified date Archive Date:October 6, 2010 Original Set Aside:N/A Set Aside:N/A Classification Code:A--Research & Development Synopsis: The Army Contracting Command, Joint Munitions &Lethality Contracting Center, Joint Armaments Center, on behalf of the US Army Armament Research Development and Engineering Center (ARDEC), is seeking to determine the availability of potential commercial customers for the sale of the reclaimed magnesium from demilitarization operations planned for the Crane Army Ammunition Activity (CAAA), Crane, IN. The Magnesium Recovery Prototype Plant (MRPP) installed at CAAA has the capability to reclaim approximately 60,000 pounds of a high purity magnesium annually. Information is needed from industry as to their interest, quantities needed, value and any special processing requirements. This information is needed so that the government can assess the market and uses for the recovered magnesium. The magnesium will be reclaimed from various military illumination candles, e.g. 60-mm, 81-mm. 4.2-inch and LUU-2. Magnesium has been recovered previously using a pilot-scale version of the MRPP and the magnesium characterized as far as meeting the military specifications. Results of this testing is provided in Table 1. Particle size was not tested, but the nominal mesh size of magnesium loaded in the flares varies from 20/50 to 30/50 per MIL-P-14067, depending on specific item the magnesium is being reclaimed from. Samples from the MRPP are now under evaluation and are expected to be of similar composition. The specific type of information sought in the response is as follows: 1)Documentation that company is interested in procuring recovered magnesium, e.g. letter of interest2)Quantities of magnesium interested in procuring annually3)Any special requirements for the magnesium, e.g. purity, particle size range, allowable impurities. It should be noted that the purity of recently recovered magnesium (May2010) was approximately 95% metallic magnesium. This process is still in its initial setup and debugging stage and purity is anticipated to be greater than initial analysis results.4)Approximate price willing to pay for the recovered magnesium Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, and other technical data. All information is to be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. All responsible, interested Offerors are encouraged to submit their capabilities / qualification data NO LATER THAN September 6th, 2010. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. When responding please include your socioeconomic standard as listed in FAR 19.202-5(a). This is a Sources Sought / Market Survey Announcement only and should not be construed as a Request for Proposal or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. A formal solicitation is anticipated and a solicitation noticewill be published at a later date with more detailed technical requirements provided.
