- Notice Type: Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Information Technology Library, intends to negotiate with the American National Standards Institute; New York, NY, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to provide the services described below. Background: In support of the National Science and Technology Council (NSTC) Registry of USG Recommended Biometric Standards, NIST requires the ability to disseminate an electronic version of up to a total of 2,500 individual copies of fifteen (15) specific copyrighted INCITS Standards to government employees (i.e., US Government employees or US Government contractors), on a single-user basis only. The Information Technology Industry Council (ITI) owns the copyright to and has the exploitation rights to the INCITS Standards it publishes and licenses to the American National Standards Institute (ANSI). ITI has granted ANSI the exclusive rights to enter into a licensing agreement with NIST. Therefore, ANSI is the only organization that can license these INCITS standards to NIST. The NAICS Code is 511130. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to the American National Standards Institute for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST and are authorized by the American National Standards Institute and the Information Technology Industry Council to do so may clearly and unambiguously identify their capability to do so in writing on or before August 24, 2010 at 12 pm EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
