Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a sole source modification to contract W81XWH-08-P-1072 held by Sesame Workshop to provide enhancements to Sesame Workshops" Talk, Listen, Connect (TLC) Phase II companion web site (Option Period 2) to include: 1.) Sesame Street Family Connections, 2.) Sesame Street Family Connections Framework, 3.) Sesame Street Family Gallery, 4.) Sesame Street Decorate Your Space Toolkit 5.) Sesame Street Family FAQ, 6.) Sesame Street Post Office, and 7.) Continued Hosting and Site Maintenance. The tasking for this requested modification will be completed during the Option Period 2 period of performance (30 September 2010 29 September 2011) and no further enhancements are anticipated. Any firm that believes it can provide the stated capability is invited to submit written notification to the Contracting Officer within fifteen (15) calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability. Information can be sent to the Contracting Office at USAMRAA electronically, Attention: Justin Pickett, justin.pickett@amedd.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed modification based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source modification to contract W81XWH-08-P-1072 with Sesame Workshop". JUSTIFICATION Authority Cited: 10 U.S.C.2304(c)(1) as implemented by FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Reason for Authority Cited: The TLC II companion web portal is directly integrated with the highly successful Phase II project initiated by Sesame Workshop in 2008 called Talk, Listen and Connect (TLC) Phase II: Deployments, Homecomings, Changes which was directed towards helping children cope with the deployment of a parent and with their physical and psychological injuries. Sesame Street Workshop has developed the educational DVDs and assembled the kits specifically for military families and has scheduled an equally highly publicized special program prior to the release of the kits. The website must have content compatible with the 700,00 previously purchased DVD kits. Only Sesame Workshop can provide material consistent with the Muppet theme and overall content form the DVD kits. Only Sesame Workshop can provide content containing the licensed characters contained on the existing DVD kits. The additional enhancements requested must remain consistent with the content of the DVD kits produced by Sesame Workshop. If such enhancements were not consistent with the materials on the DVD kits the development of a new series of DVD kits would cause undue delay (approximately one year to recreate the work completed in Phases I and II), at a point when operational tempo is high and family separations and the accompanying stress that go with them are frequent and difficult for military families. This would also necessitate a complete reconstruction of the companion website causing undue delay. Furthermore, seeking another vendor would cause a substantial duplication of costs (approximately $2.3M for the costs of Phase I and for the costs of Phase II $2.01M) to the Government that would not be expected to be recovered through open competition. Lastly, the companion website is currently updated and maintained on Sesame Workshop servers, which no other entity has the rights nor the access to provide the requested enhancements, nor would any other entity have the rights and access to provide the maintenance currently being provided by Sesame Workshops under contract W81XWH-08-P-1072.
