Description
The CECOM Contracting Center -Washington, on behalf of the CERDEC Night Vision and Electronic Sensors Directorate (NVESD), Science and Technology Division, Imaging Technology Team, plans to negotiate a sole source contract with Optical Research Associates (ORA) for several licenses for Optical Design Software packages. The software shall enable the accurate performance modeling and design of optical assemblies such as lenses, mirrors, and diffractive components. The Optical Design Software shall include the software and related support documentation and user licenses for six (6) PC stations under Windows 2000/XP/Vista operating systems. Under this effort, Optical Research Associates shall provide software and documentation updates as well as technical support for the life of the lease. ORA shall pay shipping costs for software and documentation updates. The order will include one base year license and two optional one year licenses for the above seats of Code V software. It has been determined that ORA is the 'Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements'. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1); Only One Responsible Source and no Other Supplies or Services will satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required software may submit a quote that will be considered by the agency. Responses should be no longer than five pages. Responses are to be received via email within 10 calendar days of the date of this notice. The duration of this effort is three years. The resultant contract will be fixed price. All requests for further information must be in writing and via e-mail; telephone requests for additional information will not be honored.
