- Questions and Answers **16 AUG 2010 -- Questions and Answers document has been posted. ** 10 AUG 2010 -- Questions and Answers document has been posted. ** 09 AUG 2010 -- AMENDMENT 1 (1) The purpose of this amendment is to replace the Performance Work Statement and the Request for Proposal. (2) The Performance Work Statement dated 15 JUL 2010 is replaced by the Performance Work Statement dated 09 AUG 2010. (3) The Request for Proposal dated 19 JUL 2010 is replaced by the Request for Proposal dated 09 AUG 2010. (4) Note that all terms and conditions remain the same. (5) Note that the Closing Date remains 19 AUG 2010. ** 19 JUL 2010 -- The Request for Proposal is now posted with a response date of 19 AUG 2010. Information below pertains to the Presolicitation Notice. ** 10 JUN 2010 -- This presolicitation notice is amended as follows. Please note: (1) The RFP is anticipated to be available on or about 01 JUL 2010. (2) AFRL RRS intends to post a revised DRAFT Performance Work Statement in the near future. Offerors are encouraged to read the revision thoroughly and submit questions or comments in writing to the Contracting personnel identified herein. ** This presolicitation notice is amended as follows. Please note: (1) The RFP is anticipated to be available on or about 01 JUN 2010. (2) With reference to DRAFT RFP 16 Apr 2010 Section L paragraph C.2.(b)(2), the approximate number of ADPE items is 15,600. (3) With reference to DRAFT RFP 16 Apr 2010 Section L paragraph C.2.(b), it is anticipated that the following information will be added: there are 2 ADPE accounts at each site, custodian visits to each site will be required once per year for annual inventory, and additional custodian visits to each site may be necessary for account inspections. ** This presolicitation notice is amended as follows. Please note: (1) Questions & Answers dated 30 APRIL 2010 are posted. (2) The RFP is delayed. It is anticipated that the RFP will be available on or about 17 MAY 2010. ** The Air Force Research Laboratory (AFRL) Rome Research Site (RRS) intends to solicit for a Firm Fixed Price (FFP) contract to provide Site Support services for the Air Force Research Laboratory (AFRL) Information Directorate. Services are required primarily at Rome Research Site (RRS) NY, but also at test sites in Newport and Stockbridge NY. The anticipated period of performance is 01 Dec 2010 through 30 Nov 2011 plus 4 option years. If all options are exercised, performance would conclude 30 Nov 2015. This requirement consists of facilities support in the following functional areas. Multimedia and Visual Information Technical Library Mailroom, Publications, and Travel Orders Bench Stock Fitness Center Real Property Management Supply Equipment Sub-Custodial Automatic Data Processing Equipment (ADPE) Custodial Test, Measurement, and Diagnostic Equipment (TMDE) Support DRAFT documents are provided as attachments to this notice. Potential offerors are encouraged to review these documents and submit questions and comments by email to Jenna Loreto, Contracting Officer, at jenna.loreto@rl.af.mil. Emails must contain "FA8751-10-R-0004" in the Subject line. Please note it is likely that there will be revisions to these documents prior to the solicitation. This will be solicited as a Competitive 8(a) set-aside. The NAICS code is 561210 and the associated size standard is $35,500,000 average annual revenue over the last 3 years. A presolicitation SITE VISIT is scheduled for 9 AM (ET) TUE 06 APR 2010. In order to gain site access, potential offerors must complete the attached Site Visit registration form and submit to jenna.loreto@rl.af.mil no later than 3 PM (ET) FRI 02 APR 2010. The Request For Proposal (RFP) will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-10-R-0004 on or about 30 APR 2010. Proposals will be due approximately 30 days later. The RFP documents will only be available electronically. Potential offerors will be responsible for downloading the RFP documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Proposal (RFP). The award decision will be based on Price / Past Performance Trade-Off (PPTO) as described in FAR Part 15 and supplements thereto. It is intended that award will be made to the lowest priced responsible offeror if that offeror receives a past performance rating of Substantial Confidence. The Source Selection Authority shall make an integrated assessment best value award decision if the lowest priced offeror does not receive a past performance rating of Substantial Confidence. The Interested Vendor List will remain posted as an attachment to this notice throughout the RFP stage in order to facilitate subcontracting and teaming opportunities.
