- Website Development Solicitation Combined Synopsis This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6. As supplemented with additional information included in this notice. This announcement includes a written solicitation; quotes are being requested. This solicitation (SP4705-10-T-0030) incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-26, effective June 12, 2008. The North American Industry Classification System (NAICS): 541430 and the small business size standard is 6.5. This acquisition will be set-aside 100% for small business in accordance with FAR 19.502-2(a). The award will be in accordance with FAR 6.1. The solicitation will result in a firm-fixed price contract with a base year and four (4), one (1) year option periods. The intention of this solicitation is to obtain technical support to develop a website that is fully integrated and interface with the current in-place NDU (National Defense University) Content Management System (CMS) at the Center for Joint and Strategic Logistics (CJSL)/National Defense University, Ft. McNair, Eisenhower Hall, Bldg. 59. The CJSL/NDU is located at 408, 4th Ave, Ft. McNair, Washington, D.C, 20319. The CSJL is preparing a robust web site that will serve as the one stop online destination for individuals and groups interested and involved in the discipline of logistics. The target audience is focused on military/government sector as well as private industry/contractors and academic institutions. In general, the resulting contract will require problem-solving, completing projects, software and techniques for which new criteria must be developed, or devising solutions to unusual problems or novel requirements for which existing techniques/methods are inadequate for the new web site. CJSL Online’s architecture will consist of an extranet. In providing for the delivery of such items, the contractor shall develop technical and nontechnical analysis and recommendations. In addition the contractor shall: (1) Participate in working groups, meetings and conferences related to the programs monitored by the sponsors effort; (2) Provide support as described in each deliverables and provide detailed reports, recommendations, or combinations thereof; and (3) Provide briefings and presentation support of the progress of the web development effort. The contractor shall conduct original research of new technology for possible integration. The contractor shall conduct coordination with agencies internal and external to National Defense University and throughout the Federal Government. Please review the Statement of Work within the attached solicitation. All offerors wishing to submit a proposal subsequent to the solicitation described herein must be registered in the Central Contractor Registration (CCR) database as well as the Online Representations and Certifications Application (ORCA) database or risk their otherwise-timely proposal being considered non-responsive regardless of its completeness, timeliness or other salient considerations. The solicitation is distributed solely through Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation document will not be available. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site.
