- SOURCES SOUGHT SYNOPSIS Dynamic Brake Test Stand NSN: 4935-00-409-7112 AH This request is an announcement for information/market research for planning purposes. The synopsis does not constitute a request for proposal, request for quote, invitation for bid nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. 1.0 SUBJECT: Sources sought to provide and deliver a Dynamic Brake Test Stand used for testing new or overhauled dynamic brake assemblies. 2.0 DESCRIPTION: The test stand is used to break-in and/or test dynamic brake assemblies. Control of the test bench shall be manually operated using manual valves and mechanical or digital hydraulic gages. Brake testing is completely manual with operator feedback devices provided to display output shaft speed, brake torque, hydraulic fluid temperature, and brake lubrication oil temperature. A hydraulic fluid and lubrication oil sump is used to accumulate excess fluids. External hydraulic fluid is supplied by a 3,000 psi hydraulic power supply using Specification MIL-H-5606 hydraulic fluid. The test stand operates on 120 VAC, 60 Hz, 20 Amp electrical service. This test stand shall have the same footprint as the current one used at Hill AFB. The only qualified source for the Dynamic Brake Test Stand is AAI Corp. The Government does not have a complete data package and the data. The original Dynamic Brake Test Stand was manufactured by ACL Corp and was later acquired by AAI Corp. AAI has supported the current Dynamic Brake Test Stand in the past by repairing the cabinet, providing calibration procedures, and updating some of the gages to digital. It is anticipated that this will be a sole source requirement to AAI Corp. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS (RFP). Firms responding to this announcement should include company name, cage code, point of contact, address and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. Potential offerors should submit a Statement of Capability (SOC) that addresses the offerors ability to provide the above requested unit. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis.
