- The VA Mid-Atlantic Consolidated Patient Account Center (MSCPAC) located at 128 Bingham Road, Suite 500, Asheville, NC. 28806, intends to procure sole source with Kaplan IT Learning, 500 Northridge Rd., Suite 240, Atlanta, GA 30350 for collaborative, server based, e-Learning authoring applications built utilizing on the latest generation of the Microsoft-Net framework. NAICS code 541511 applies to this procurement. This e-learning software tool shall contain a windows smart client, authoring system, work-flow and issue management integrated learning system, and a system screen capture and simulation building tool. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Written inquiries regarding this notice may be sent via email or fax to the attention of the Contracting Officer at (910) 482-5053 no later than 3:00 PM EST August 20, 2010. The anticipated date of award is on or before September 1, 2010 and will be made using simplified acquisition procedures. No solicitation will be made available. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.
