- The National Park Service, Department of the Interior, intends to solicit offers from qualified firms having the capability to perform trash/recycling/garbage collection services within the Florida District of Gulf Islands National Seashore. The work sites are: Fort Pickens, Pensacola Beach; Santa Rosa Day Use Area, Navarre Beach; Perdido Key (Johnson Beach), Pensacola; Naval Live Oaks Headquarters and NLO Compound, Gulf Breeze; Fort Barrancas on board NAS Pensacola, Pensacola; Okaloosa Day Use Area, Fort Walton Beach. The services to be performed will includes contractor furnished dumpsters, labor, equipment, and supervision required to perform all aspect of trash/recycling/garbage removal services, which includes the collection, processing and final disposition of all materials in an approved landfill in accordance with City, County and State ordinance. The solicitation will be issued as Request for Quotation and made available electronically, on the Department of the Interior National Business Center (NBC) website, at http://ideasec.nbc.gov. Prospective offerors desiring to conduct business with DOI are encouraged to register at the National Business Center. Paper copies of this solicitation will not be available via mail, fax, or email. Solicitation documents will be available in Microsoft Word, and Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. Plan holder will be required to visit this website periodically to check for amendments and other changes to the contract document. No other notification will be sent. The Request for Quotation will be release to the general public on or about August 31, 2010. All offers are due by September 16, 2010 for consideration. The contract period of performance will be October 1, 2010 through September 30, 2011. A firm fixed price contract is anticipated. The North American Industry Classification System (NAICS) is 562111. The small business size standard is $12.5 million. This project is unrestricted competitive and available to both small and large businesses. To be eligible to receive the award contractors must be registered and active in the Central Contractor Registration (CCR) at the internet website http://www.ccr.gov and Online Representative and Certifications Application (ORCA) at http://www.orca.bpn.gov. All questions or comments regarding this solicitation must be submitted in writing no later than seven (7) calendar days prior to bid opening to ensure a proper and timely response. The Government reserves the right to cancel this solicitation. This is a Presolicitation Notice.
