Description
Statement of Work THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. The Centers for Medicare and Medicaid Services intends to award using Simplified Acquisition Procedures, a fixed priced purchase order at a fixed price for a Systems Designer to assist CMS with programming data. It is anticipated that the period of performance will be approximately twelve months. The estimated level of effort is 333. The Statement of Work and Deliverables are attached. The contractor will assist CMS in programming related to extracting data, constructing analytical files and preparing data runs and reports that are the basis for the Medicare Physician Fee Schedule (PFS) and Ambulatory Surgical Center (ASC) payment system update 2011 and 2012 and provide the skills and expertise necessary to explore changes to the these payment systems. The contractor must be a systems designer with expert knowledge, and expertise that are required for this project. The contractor must have an in depth knowledge of an experience with the various systems through which Medicare bills are processed, in particular the PFS and ASC bills. The contractor must have extensive knowledge of the Medicare PFS and ASC data, and in constructing appropriate data files and update methodologies. The contractor's expertise is needed to recalibrate the rules and the 2012 proposed and final rules. 'All business proposals final price shall be submitted in whole dollars only, rounded to the nearest dollar.' The North American Industry Classification Code (NAICS) is 541512. The Request for Quote (RFQ) is being set aside for small business concerns. Responses must be sent electronically in MS Word format to renee.wallaceabney@cms.hhs.gov no later than 11:00 am EST Monday, August 23, 210. Responses shall be no more than 15 pages and shall include the following: 1) Contractor's plan to perform Statement of Work; 2) Past performance information - relevant experience to perform the required services; and 3) Fully loaded rate and anticipated hours. All Responses will be evaluated on Evaluation Criteria 1) Technical - meeting the requirement, 2) Past Performance - the relevance and quality of prior performance; and 3 Price - the amount. The Government intends to award an order to the responsible offeror whose quotation offers the best combination of technical capabilities and proposed price; the best value (considering price and other factors). All responses/quotes submitted shall remain valid for a period of 180 days. Interested parties must be able to affirm no conflicts of interest with parties involved in Medicare claims processing in light of the work identified in this Statement of Work. In the event that the vendor/government identifies a conflict, the vendor shall be responsible for providing a mitigation strategy that satisfies the government. In the event that the conflict cannot be resolved, the order cannot be awarded or an existing order may need to be terminated.
