- NASA/Goddard Space Flight Center/Microwave and Communication Systems Branch intendsto award a sole source contract to WV Communications, Inc. pursuant to 10U.S.C2304(c)(1), Only One Responsible Source. GSFC plans to award a Firm Fixed Pricepurchase order. This award is necessary to purchase a 2025-2120MHz 300W Antenna MountedAmplifier with the following specifications:A single Model 2025-2120/300PA-02 300 Watt S-Band Solid State Power Amplifier (SSPA)assembly with Remote software interface (RS-422) installed in NEMA WeatherproofEnvironmental Enclosure for outdoor application. The NEMA enclosure size shall beapproximately 20 x 24 x 11.3. The NEMA enclosure shall provide weatherproofoperations and include sufficient heat sink and air cooling capacity for continuousoperation of the amplifiers. The SSPA shall meet the additional followingcharacteristics:RF Characteristics Shall operate over 2025 to 2120 MHz Frequency RangeShall provide 300 Watts RF Output Power Shall provide adjustable RF Output Level over a 20dB range in 1 dB steps Shall accept RF Input Power of 0 dBm nominal, +2 dB Shall have maximum Input/Output VSWR of 1.5:1 (Ref 50W) Shall include Output Protection of No Oscillation, No Damage into infinite VSWR,atany Phase Angle (Isolator Protected) Shall exhibit maximum Noise Figure of 10 dB Spurious Outputs shall be no greater than 60 dBC, except Harmonics, of 20 dBC maximum Control & Reporting CharacteristicsShall include a RS422 Interface Shall include reporting of Forward and Reflected Power Power Supply Characteristics AC Input Power shall be 110VAC +10% @ 7 Amperes maximum, 47 to 63 Hz DC Output Power shall be 12 Volts @ 50 Amperes Shall include Remote AC Control on via 15 volt 0.20 Ampere signal Shall include Door Interlock Switch with Over-Ride and Lamp Indication for SafetyShall include 7 amp Fuse protectionThe amplifier is needed to provide an additional spare of the same make and modelcurrently used in the WS1 antenna and two identical solar Dynamics Observatory (SDO)antennas. The WS1 antenna is critical for the Lunar Reconnaissance Orbiter Mission(LRO).Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1)--Only OneResponsible Source. However, organizations who believe they can provide this productwithout any detrimental impact to the program schedules supported by this work, shouldfully identify their interest and capabilities within 15 days after publication of thissynopsis.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contract not later than 12:00 PM EST time onSeptember 6, 2010 to Eboni Luck via email at Eboni.Luck@nasa.gov. Telephone questionswill not be accepted. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.An ombudsman has been appointed - See NASA Specific Note 'B'.Any referenced notes may be viewed at the following URLs link below.
