- Specifications Solicitation Instructions for Viewing Plans Plans The US Army Corps of Engineers, Detroit District, is soliciting for a construction project to replace the existing National Oceanic and Atmospheric Administration water level gauging station in Algonac, MI. The construction site is located on the west side of the St. Clair River, just upstream from the St. Clair Delta at the headwaters of Lake St. Clair. The proposed gauge house would be located adjacent the City of Algonac's Water Treatment Plant, and north of the existing Department of Homeland Security Tower which is also located on the property. Steel sheet pile wall is found along the riverbank at this site. The work to be included in this contract shall include, but not be limited to: preparation of the site; installation of 2 H piles along the river side of the existing steel sheet pile sea wall to provide support to the steel sheet pile wall in case tie rods are removed during construction; construction of an H pile foundation; construction of a wet-well for pre-cast components; installation of 6" diameter steel pipe from the stilling well to the St. Clair River; laying of slab foundation and construction of a brick gauge house, with a single entry door, and flat membrane roof; installation of electrical panel, wiring, and outlets; obtain electrical and phone service to the gauge house without interruption of service to the existing gauging station. The existing steel sheet pile wall cannot be loaded and all work must be done from a barge. General Information: Location: Algonac, Michigan. This project is solicited as a 100% small business set-aside. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 236210. The small business size standard for this requirement is $33.5 million in average annual receipts over the past three years. The estimated construction cost is between $500,000 and $1,000,000. The estimated award date of the contract is 20 September 2010. The contract will have a 12 month completion requirement.
