Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a Sole Source Basis with International Association of Chief of Police (IACP), to procure conference attendance for the period of October 23-27, 2010, at the Peabody Hotel in Orlando, FL. This notice of intent is not a request for competitive proposals. The IACP coordinates all aspects of this conference, to include selection of hotels for IACP groups, conference registration fees, IACP membership fees, site selection of conference, exhibitor service company, meeting space for IACP lottery groups, etc. As attendees and lottery group participants, ATF has to coordinate its participants through IACP. Award to another company would result in substantial duplication of cost to the Government that could not be recovered through competitive pricing. No other companies currently have the level of technical expertise as IACP. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. There is no solicitation available for this requirement. This requirement will be awarded through the Simplified Acquisition Procedures under FAR Part 13. The closing date for this requirement is August 17, 2010, 9:00am EST.
