Description
This contract action was accomplished using other than competitive procedures because there is an unusual and compelling urgency and a delay in award would result in serious injury, financial or other, to the Government (FAR 6.302-2). See posted J&A for further information. This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). This acquisition includes installation and support for the Counter-Rocket, Artillery and Mortar (C-RAM) System of Systems (SoS) Installation and Support (I&S) Systems architecture to provide the necessary sense and warn and communications network supplies and services to perform install and support of Warn only capability at fifteen (15) Government designated priority OEF sites, upgrade six (6) existing Forward Operating Bases (FOBs) from Warn to Sense and Warn, and establish initial OEF logistics support centers in Afghanistan, OEF. The effort includes systems engineering for minor adaptation of the current proven capability to the OEF environment, site survey, design, installation/integration, test, materials, training and logistics support over a 9 month period. This acquisition was an urgent sole source contract to Northrop Grumman Command and Control Systems Division (NGC2SD), who is the current developer of the Forward Area Air Defense Command and Control (FAAD C2I), Army Missile Defense Work Station (AMDWS) and Air and Missile Defense Planning and Control System (AMDPCS) components.
