Description
The purpose of this request for Proposal is to bring the existing COFTs, CPTT and WPTT from their current configurations to the Block 20/C configuration for the CV-22. Upon completion, CPTT will serve as COFT. The COFT will be used to support USAF CV-22 Flight Engineer and Pilot Initial Qualification Courses at the CV-22 Schoolhouse at Kirtland AFB, NM. Additional devices will also be located and used at the operational squadron sites (Cannon AFB, NM and Hurlburt Field, FL) for refresher/ upgrade training as well as mission rehearsal and tactics development. The WPTT will provide the training necessary to meet the schoolhouse's need to the train CV-22 Flight Engineers on aircraft prefight and ground operations as outlined in the CV-22 Flight Engineer Syllabus of Instruction (SOI). Currently all training is performed on actual training aircraft at Kirtland AFB, NM. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, and maintenance and support characteristics of the aircraft. See Note 22.
