Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-40. This announcement constitutes the only full and open competition solicitation and a written solicitation will not be issued. This synopsis, NAICS code 811219, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government. The Government may award this contract to other than the lowest price technically acceptable quote. Technical capability and past performance are significantly more important than price. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a service contract. Statement of Need. The Spectroscopy and Mass Spectrometry Branch of the Center for Food Safety and Applied Nutrition uses several mass spectrometers produced by ThermoFisher Scientific for the development of methods for analysis of chemical contaminants and allergens in foods. We have the need for a flexible service contract that will allow for repairs and preventive maintenance on instruments for which we do not have single instrument contracts. Statement of Work (SOW)/Performance Work Statement (PWS). The Office of Regulatory Science requires the procurement of a service contract to cover the maintenance and repair of four ThermoFisher instruments within our Office. These instruments are an LTQ linear trap mass spectrometer (S/N LTQ20487) with Electron Transfer Dissociation module (S/N 10162), an Exactive benchtop orbitrap mass spectrometer (S/N SW01043P), and an Aria TLX2 turbulent flow (turboflow) chromatography system (S/N R2009265002). Since there are occasional problems that occur after the warranty period has expired, and because we require rapid turn around on these repairs, we request the purchase of a service contract to cover these instruments. The plan will allow us to schedule immediate repairs on the instruments and cover parts and labor. All of the instruments noted here shall be covered under the contract. Preventive maintenance and spare parts shall also be obtained under this contract. Technical Requirements: a. Service and Preventive Maintenance Account i. To cover service calls, repairs and preventive maintenance, with 2 day turnaround for the following instruments: 1. LTQ linear trap mass spectrometer (S/N LTQ20487) with Electron Transfer Dissociation module (S/N 10162) 2. Exactive benchtop orbitrap mass spectrometer (S/N SW01043P). 3. Aria TLX2 turbulent flow (turboflow) chromatography system (S/N R2009265002) ii. To cover spare parts and software upgrades for these systems b. All service must be provided by technicians and service engineers who have been certified by ThermoFisher and have full access to all features and elements of their systems. All parts used in these repairs must be certified by ThermoFisher for use in their instruments Location This instrument is located at 5100 Paint Branch Parkway College Park, MD 20740 CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information.
