Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Suite 600, Room 6068, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS) plans to procure on a sole source basis data collection and data analysis activities related to benign and malignant brain tumors from the Central Brain Tumor Registry of the United States, 3333 West 47th Street, Chicago, IL 60632. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541990 and the business size standard is $7 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be for a base period of twelve (12) months from date of award, and one twelve (12) month option period. The incidence of brain tumors is increasing, particularly among older Americans, and is receiving national attention as prominent public figures have been diagnosed with the disease, and as progress is being made with treatment of some types of brain tumors. Moreover, it is the second leading type of cancer among children and represents about 1 percent of all malignant tumors diagnosed each year. Despite improvements in the diagnosis and management of brain tumors, prognosis for many with the disease is relatively poor. The Central Brain Tumor Registry of the United States (CBTRUS), a not-for-profit 501(C)3 corporation formed in 1992, has an established record of collecting and disseminating high quality incidence and survival data on all primary brain tumors. Their first report was issued in 1995 and reported on primary tumors diagnosed in 1990-1992 from 10 population-based registries, one of which was the Surveillance, Epidemiology, and End Results (SEER) registry in Connecticut. The most recent report was based on expanded coverage to nineteen registries. CBTRUS has been instrumental in development of specific coding rules for the collection of benign and malignant brain tumors. They have worked with leaders in the international neuro-oncology community to provide an important bridge between the cancer surveillance research communities and clinical research. One specific example is their work in 2002 with the Brain Tumor Working Group (BTWG) sponsored by the National Coordinating Council for Cancer Surveillance (NCCCS) to ensure that coding rules and regulations for benign brain tumors would result in complete and accurate collection of all primary brain tumors. CBTRUS continues to pool data from central cancer registries and publish authoritative statistical reports on primary brain tumors in the United States. As these data are becoming more available, there is a growing demand for use of these data by the research community, the public, standard setters, and academic organizations. International agencies such as the World Health Organization (WHO) are currently engaged in enhancements to disease classification systems as knowledge of genetic determinants evolve for diagnosis and treatment of persons with brain tumors. CBTRUS is an active participant in these efforts. During the base year of this requirement, the contractor shall provide ongoing data collection and data analysis activities related to benign and malignant brain tumors from data diagnosis years 1995-2007; investigate and report on the availability of site specific factors for assessing subtypes of brain tumors and identification of prognostic factors and tumor characteristics specific to selection of treatment and/or outcome support, and actively participate in national and international development of coding rules and nomenclature for proposed changes in classification systems such as the International Classification of Diseases for Oncology (ICD-O); and, perform activities related to enhancements of the 2010-2011 Annual Statistical Report (work includes but is not limited to analyses related to world-wide incidence of benign and malignant brain tumors). During the second year of this requirement, the contractor shall conduct proof of concept analyses of data using the 1995-2007 files to prepare for publications based on the 1995-2008 pooled database and provide these analyses to their collaborating public-private partners within the research and surveillance communities; investigate and report on the availability of emerging site specific factors identified by the clinical and pathology community for assessing subtypes of brain tumors and identification of prognostic factors and tumor characteristics specific to selection of treatment and/or outcome; and, publish and disseminate the 2010-2011 Annual Statistical Report to the Cancer Surveillance partners. The CBTRUS is the only entity which has established and maintained a specialty registry of primary brain and central nervous system tumors, including benign brain tumors for the United States, and is uniquely qualified to perform the work outlined in this contract. CBTRUS developed this database by compiling data from state cancer registries that include information on both benign and malignant primary brain tumors and has expanded to including information from the Centers for Disease Control and Prevention/National Program of Cancer Registries (CDC/NPCR) and from NCI SEER. With the passage of federal legislation and state legislation to expand cancer registry coverage to benign brain tumors, the CBTRUS data system and report remains the only established pooled data system for statistical reporting of data on all primary brain and central nervous system tumors by histology, sex, age and race with clinical relevance as determined by neuropathologists and neurosurgeons. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on August 27, 2010.
