- The Drug Enforcement Administration (DEA) has a requirement for the purchase of new equipment, design, engineering, and installation services to upgrade display systems, sources, routing & switching systems, audio systems, remote control systems, and equipment racks in conferences rooms located in El Paso, Texas. This is an anticipated sole source purchase order to The Whitlock Group, 3900 Gaskins Road, Richmond, VA 23233-1414, under the Test Program described in the Federal Acquisition Regulation (FAR) Subpart 13.5, and under authority 41 U.S.C. 253(c)(1), as implemented by FAR Part 6.302-1(a)(12). In accordance with FAR Subpart 6.3, a Justification for Other than Full and Open Competition is on file. The NAICS code is 423620 and the small business size standard is 100 employees. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2, Evaluation - Commercial Items - the following factors shall be used to evaluate offers: (i) technical capability of the item and services offered to meet the Government's requirement; (ii) past performance; (iii) price. The evaluation factors are listed in the descending order of importance. This solicitation does not commit the Government to pay any costs incurred in the submission of a proposal. No telephone or fax requests will be accepted. The Government anticipates the award of a single-firm fixed price purchase order based upon best value. The Contractor shall comply with all DEA security requirements to include submission of screening forms for approval to gain access to EPIC, as well as being responsible for complying with all security requirements to gain access on Fort Bliss. A ll sources may submit a quotation which will be evaluated. A determination by the Government not to open the requirement to competition is within the discretion of the Government.
