- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. NSWC Crane Division has a requirement for AN/SPS-67(V)3 Antenna Castings in accordance with United Technologies Nordic Systems Drawing 177516 rev K. Contractors must be certified under the Joint Certification Program (JCP) in order to receive the drawing. The drawing must be requested via http://fbo.gov. Inspection and acceptance will be at destination by a team consisting of NSWC Crane technical team. This solicitation will utilize full and open competition procedures as a proposed 5-year Firm Fixed Price, Indefinite Delivery-Indefinite Quantity contract. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering price and past performance related factors. The evaluation factors for the award decision are Past Performance (most important) and price. The Contractor must be registered in the Central Contractor Registration database, located at http://www.ccr.gov. The solicitation will be available on or about 27 AUG 2010 at the three websites listed above. Interested parties can download the solicitation from the three websites listed above, for no hard copies of the solicitation will be mailed. The solicitation closing date will be on or about 28 SEPT 2010. When the solicitation is available, all responsible parties may submit a proposal for this procurement which will be considered by the Government. This is not a Request for Proposal.
