- This synopsis provides the Government's intent to solicit and award a sole source Cost Plus Fixed Fee (CPFF) service contract, in support of the Joint Improvised Explosives Device (IED) Defeat Organization (JIEDDO), Counter-IED Operations Integration Center (COIC), utilizing the procedures of FAR Part 15, to the following incumbent contractor: Booz Allen Hamilton, Inc. 8283 Greensboro Drive McLean, VA 22102-3838 The Government is in the process of developing an acquisition strategy for the competitive procurement of one or more follow-on contracts. This sole source contract will provide continued support until the follow-on contracts can be awarded. The Contractor shall continue to provide 24/7 operations and maintenance (O&M) support of a classified facility that includes physical infrastructure, security infrastructure, and IT infrastructure support, and deliver required capabilities to the JIEDDO-COIC to enable successful execution of its mission. The current contract is scheduled to expire on 12/20/10 and the Government requires the establishment of a 12-month sole source contract, with a 3-month base period (11/18/10 - 2/17/11) and three 3-month option periods (2/18/11 - 5/17/11, 5/18/11 - 8/17/11, 8/18/11 - 11/17/11) to the above listed contractor to ensure continuity of services. It is anticipated that the follow-on contracts will be awarded by January 2011, to include a potential transition period. It is imperative that no interruption in services occur. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1 ( Only one responsible source and no other supplies or services will satisfy agency requirements ). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Any questions regarding the sole source contract shall be directed to the GSA FEDSIM Contracting Specialist Wesley Dewalt, via email, at Wesley Dewalt@gsa.gov. Responses to this notice must be received no later than 12:00 pm EST Wednesday August 30, 2010. No phone calls regarding this requirement will be acceptedA. The Government has yet to determine a solicitation number for this requirement.
