Description
The Drug Enforcement Administration (DEA) has a requirement for the acquisition of License Plate Reader Refueling & Generator Maintenance Services for the period of 8/30/2010 through 8/29/2011 for the following locations: 1. TRAILER LOCATIONS: a. Two trailers at: CA-111 (Coordinates: 33.36031 - 115.64493) b. Two trailers at: CA-86 (Coordinates: 33.12549 - 115.85473) c. Two Trailers at: I-8 (Coordinates: 32.74664 - 114.74328) 2. LABOR: Refueling services and generator maintenance. 3. COMPANY VEHICLE: Shall be used to refuel and maintain generators. 4. FUEL: Approximately 1800 gallons of 93 High Octane Fuel monthly. a. This shall be delivered every Monday, Wednesday and Friday. 5. OIL: The oil shall be changed every Monday, Wednesday and Friday. a. The oil used shall be 10W30 Oil. 6. OIL FILTERS: Oil Filters shall be changed every Monday, Wednesday and Friday. 7. Air Filters: Shall be changed every two weeks in normal conditions and every week in windy conditions. 8. FUEL FILTERS: Shall be changed and replaced with a clean fuel filter every two weeks. • Upon arrival the maintenance personnel should inspect the LPR equipment to determine if everything is generally in order. The driver should check to make sure that the locks on the trailer and generator are locked, the lights on the rear of the trailer are blinking, the generator is running, the cameras, light stands and cones are upright in place. The driver should also inspect the area around the generator is clear of any debris or weeds and report any signs of oil and fuel leaks. Any problems noticed (other than resetting the cones that might have blown over) should be report to the Elsag Field Engineer immediately. • The refueling company will be required to refuel the generator with 30 gallons of gasoline every Monday, Wednesday and Friday. The gasoline must have an octane level of 93 or above. • Oil and oil filters should be changed every Monday, Wednesday and Friday using 10W30 oiL. • Air filters should be replaced every two weeks in normal conditions and every week in windy conditions. • Fuel filters, on the Honda Generators, (attached between the external fuel tank and generator) should be replaced with a clan fuel filter every two weeks. • Once the fueling and maintenance steps are complete the generator should be restarted and the maintenance personnel should ensure that the generator is functioning properly. • In the case of a generator failure, the refueling company will be required to transport a replacement generator to the site, disconnect the damaged generator and connect the replacement generator. The company will also be required to transport the damaged generator to an authorized repair facility. When the generator is repaired, the refueling company will pick it up and transport it to a storage location. The above described tasks must be performed in a manner that ensures that the generators are operational 24 hours a day, so that operation of the LPR trailers is not impacted. When required, maintenance must be performed at night and on weekends. In accordance with Simplified Acquisition Procedures, the DEA intends to issue a purchase order under the test program described in the Federal Acquisition Regulations (FAR) Subpart 13.5. The following FAR Part 12.3 provisions and clauses are applicable to the acquisition: 52.212-1 (June 2008) Instructions to Offeror's-Commercial Items; 52.212-2 (Jan 1999) Evaluation-Commercial Items - Delivery and Price will be considered; 52.212-3 (Aug 2009) Offeror Representation and Certifications-Commercial Items; 52.212-4 (Jun 2010) Contract Terms and Conditions-Commercial Items; 52.212-5 (July 2010) Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. The additional clauses cited within this clause are applicable: 52.222-50, 52.233-3, 52.233-4, 52.203-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-31, 52.232-33. The Government anticipates award of a single firm fixed price purchase order. All sources shall submit a quote which will be evaluated. The deadline for questions is 8/18/2010 at 10:00 a.m. EST. All questions must be submitted in writing. Quotes shall be submitted electronically to yokita.m.davis@usdoj.gov. Closing date for receipt of quotes is 8/24/2010 at 10:00 a.m. EST.
