Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis is to notify contractors that the government intends to issue a Purchase Order on a brand name or equal basis in accordance with FAR Part 13 for the following, under simplified acquisition procedures. The Request for Proposal number is FDA-SOL-10-1078402. Provisions and clauses in effect through Federal Acquisition Circular 05-44 are incorporated into this request. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The provisions and clauses may be accessed in full text at www.acquisition.gov/far. The NAICS code is 511120, Periodical Publishers. All qualified business interests are encouraged to submit a proposal. The Government knows of only one source, Radiological Society of North America, that is capable of providing the solution described in this combined synopsis solicitation. However, in attempt to search the market for capabilities of other companies, the FDA has determined that full and open competition to be in the best interest of the Government. The purpose of this action is to procure unlimited online web access to Radiological Society of North America's Radiology Legacy Collection (1923 - 1998), brand name or equal to (See 52.211-6, Aug 1999 and salient characteristics below). This is a one time fixed priced purchase providing unlimited online access to FDA users. The U.S. Food and Drug Administration request proposal responses from qualified sources capable of providing the Radiological backfiles mentioned above (brand name or equal to product) within the time frame specified. CLIN 0001- Radiological Society of North America's Radiology Legacy Collection (1923 - 1998), brand name or equal to product. The proposed solution shall meet the following specifications/salient characteristics: 1. Solution shall provide a journal of Radiology devoted to clinical radiology and allied sciences. 2. Solution shall provide a searchable online access to the digital archive collection spanning the years 1923 - 1998. 3. Solution shall include articles, images, covers, editorial information and advertisements that provide over 100,000 pages of research. 4. Solution shall include keyed metadata to facilitate searches and provide searchable electronic archives of Radiology issues from 1923 - 1998. 5. Solution shall be hosted on contractors server via IP access and contractor shall provide usage statistics to the FDA POC on a monthly basis. Reports shall include number of searches, files searched, and number of sessions. 6. Solution shall provide a site license for Agency wide access 24/7 at the desktop based on IP authentication. Vendor shall provide the website and URL. 7. Solution shall allow users to search selected resources with one query and one interface. 8. Solutions shall be 508 compliant. The following 508 standards are relevant to this procurement: 1194.22 Web-based intranet and internet information and applications 1194.41 Information, documentation, and support 9. Vendor shall provide customer service support to troubleshoot website/connectivity issues via telephone and email. Customer Support shall be available Monday - Friday, from 8am - 5pm Easter Time, excluding Federal Holidays. Customer support shall be provided for as long as the FDA has access to the resource. Period of Performance: This is a one time backfiles purchase that provides perpetual access. Evaluation Factors for Award: The Government shall award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest price technically acceptable offer, which shall represent best value to the Government. Award will be made on the basis of the lowest evaluated price meeting or exceeding the non-cost factor (technical conformance to the requirements of the solicitation). The Government intends to evaluate offers and award a contract without discussions. The offerors initial offer should contain the offerors best terms from a price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the best interest of the Government; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Evaluation Factors for Award: Lowest price, technically acceptable. Offerors shall price each CLIN and also clearly state the overall cost to the Government. This is an all or nothing requirement, therefore, vendor shall provide a price for each CLIN as well as state the overall cost, otherwise your proposal will be determined to be substantially incomplete and not warrant any further consideration. The following factors shall be used to evaluate offers: 1. Technical Features Meeting/Exceeding Salient Requirements (Brand Name or Equal) 2. Price Proposal Instructions to Offerors: Offerors are required to submit their proposals in two separate volumes as follows: Volume I - Technical Volume II - Pricing Proposal The completion and submission of the above items will constitute an offer (proposal) and will indicate the offerors unconditional assent to the terms and conditions of this RFP and any attachments hereto. Alternate proposals are not authorized. Objections to any terms and conditions of the RFP will constitute deficiency, which may render the offer unacceptable. Volume I - Technical: This volume shall contain details regarding how the proposed product satisfies each of the salient functional characteristics listed above. This portion of the proposal to include all data and information required for technical evaluation of brand name or equal product, and exclude any reference to the pricing aspects of each offer. If an equal product is proposed, offeror shall demonstrate how that product is equal to the brand name product. Offerors shall demonstrate in sufficient detail how the proposed solution will successfully accomplish each of the requirements of the salient characteristics. Volume II - Pricing: This volume shall include the complete pricing of each CLIN and state the overall cost to the Government. This is a one time fixed price purchase.
