- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Rolls Royce, Bristol England for the instrumentation and calibration of two (2) Exhaust Collector Jet Tailpipes (P/N AX72496) to adapt individual engine platforms to the Jet Engine Test Instrument (JETI) system to support USN Intermediate level testing for the T-45 Program. Award of a firm-fixed-price delivery order under Basic Ordering Agreement N00383-08-G-003M is anticipated. Rolls Royce is the designer, developer and sole manufacturer of the T-45 F405-R-401 engine and its components. The Government does not own the technical data package to permit the instrumentation and calibration of the jet tailpipe by any other source. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
